NRC's preliminary approval sets the stage for public review
NextEra Energy’s proposal to restart the Duane Arnold nuclear power plant in Palo, Iowa, is gathering momentum. The NRC has posted a draft environmental assessment and a finding of no significant impact, clearing the way for further regulatory consideration. The Federal Register notice was published on Monday, and the NRC is now seeking public input.
The Department of Energy’s Office of Energy Dominance Financing is also involved, having agreed to cooperate on the environmental assessment. This move suggests the DOE may support the restart through financial assistance, adding a federal dimension to a local energy project.
Environmental concerns examined across 10 key areas
The draft environmental assessment looked at the plant's potential effects on land use, air quality, water resources, and ecological and cultural sites. The NRC also evaluated socioeconomic impacts, human health risks, and the effects of climate change. The agency concluded the restart would not cause significant harm in any of these areas.
According to the Federal Register notice, the projected impacts of climate change were reviewed and found not to alter the findings of the environmental assessment. That determination justified the NRC’s choice to issue a finding of no significant impact rather than a full environmental impact statement.
Next steps include public comment and a final determination
Members of the public can submit feedback on the draft assessment and impact finding until September 2. Electronic comments are preferred, and detailed instructions are available in the Federal Register notice. After the comment period ends, the NRC will finalize its findings and decide whether an environmental impact statement is necessary.
The final versions of the environmental assessment and impact finding are expected to be released in the fall. This process mirrors a similar review the NRC completed for a nuclear restart project in Pennsylvania.
