The 2023 shift: from rotation to permanence

For several years, the German military has rotated forces through Lithuania under the NATO-led Enhanced Forward Presence mission. Lithuania’s Foreign Minister, Kęstutis Budrys, and exiled Belarusian opposition leader Sviatlana Tsikhanouskaya both caution that Belarus is no longer just a regional player. They say it is a key partner for Russian military ambitions. Tsikhanouskaya, who was recognized internationally as the legitimate president of Belarus after the contested 2020 election, described the country as “a military backyard of Russia.” She pointed out that Belarus has become a crucial node in Russia’s military operations. This includes Minsk facilitating the deployment of advanced weaponry. This includes Russia’s controversial nuclear-capable Oreshnik missile.

Tsikhanouskaya also noted how Russian-backed efforts are exploiting the economic infrastructure of Belarus. More than 300 Belarussian companies are directly involved in the production of military equipment for Russia, according to her. The country's economy has, in many ways, been militarized to support Moscow’s strategic goals. In addition, Belarus has used hybrid tactics against Lithuania. The brigade will be stationed just kilometers from the Belarusian border, in a strategic location designed to maximize visibility and readiness. The unit, officially known as Panzerbrigade 45, will be the first of its kind for the German military and will operate as a permanent force, not a temporary one.

The deployment was officially announced in the fall of 2023 by German Defence Minister Boris Pistorius and Chief of Defence General Carsten Breuer. They described it as a “decisive role in protecting NATO’s eastern flank,” underscoring Germany’s new commitment to long-term military cooperation in the region. The shift from a rotational presence to a permanent one marks a significant departure from past practices and signals a deepening of Germany's defense responsibilities within the alliance.
