Kashmiri Leaders Seek UN Action on Resolutions
Kashmiri representatives have called for concrete steps toward a plebiscite and improved human rights oversight.
Representatives of two Kashmiri organizations have issued a joint call for the United Nations to move beyond verbal reaffirmations of the region’s unresolved status toward practical implementation of existing resolutions. In Srinagar, Dr. Ghulam Rasool, secretary general of the Jammu Kashmir Democratic Freedom Party, and Dr. Irfan Gani, spokesperson for the Jammu Kashmir Salvation Movement, articulated a demand for an effective mechanism to advance a free and impartial plebiscite.

They emphasized that the Security Council’s agenda has included this matter for decades, and that ignoring these obligations risks escalating tensions in a region defined by the presence of multiple nuclear states.
Demand for a Concrete Roadmap
The central focus of the appeal is the creation of a clear political roadmap that leads to a plebiscite. Dr. Rasool stated that the existing resolutions recognize the right of the people of Jammu and Kashmir to determine their own political future. He warned that the failure to act could have catastrophic consequences for South Asian security, particularly given the potential for miscalculation or military confrontation between neighboring powers.
Dr. Gani echoed this sentiment, noting that the international framework provided by the Security Council offers a viable path for resolution. Both representatives urged the UN Secretary-General and Security Council members to establish monitoring mechanisms and a political structure that facilitates the launch of the voting process. They specifically requested that the international community ensure the genuine participation of residents in any future political dialogue.
Concerns Over Human Rights Situation
Alongside the diplomatic push, the groups highlighted serious concerns regarding the human rights environment in the region. Dr. Rasool described the detention of thousands of political activists and ordinary citizens as a major point of contention. He claimed that many detainees face significant barriers to accessing basic legal representation, medical care, and other fundamental rights, while restrictions on political activity and freedom of expression have intensified.
International Attention Required
The representatives have appealed to international human rights organizations to renew their focus on the region. They are seeking not only diplomatic engagement with India and Pakistan but also independent monitoring of the conditions within Jammu and Kashmir. The goal, according to the statements, is to create a transparent environment where the political future of the region can be decided through a recognized and impartial international process.
