NATO Secretary General Calls for Greater European Defense Responsibility

NATO Secretary General Mark Rutte has urged European allies to assume a more prominent role in securing the continent, signaling a strategic pivot toward a Europe-led defense structure. Speaking at a conference for German diplomatic missions in Berlin, Rutte characterized this shift as a necessary evolution of the alliance rather than a withdrawal of support from Washington.

He noted that defense efforts are accelerating and that allies now view the strengthening of their own military capabilities as an imperative rather than an optional exercise.
Evolution of Alliance Structure
The Secretary General referenced the recent Ankara summit, stating that the collective objective is to build a stronger Europe within a stronger NATO framework. This concept, often referred to as NATO 3.0, implies a deeper integration of European defense resources into the collective security architecture while maintaining the transatlantic link.
Rutte emphasized that rebuilding European armed forces is now considered essential to the alliance's long-term viability. He observed that the mindset shift is driven by the recognition that European security cannot be indefinitely reliant on external support, particularly given the current geopolitical climate and the ongoing conflict in Ukraine.
Context of Ongoing Conflict
In assessing the situation in Ukraine, Rutte reported that Russian forces are sustaining significant casualties, with estimates suggesting tens of thousands of personnel are killed or seriously wounded each month. Despite these losses, he stated that Moscow shows no inclination to end the war and continues to target civilian infrastructure in Kiev and other regions.
The Secretary General also addressed recent reports of sabotage attempts across Europe, describing them as tactics employed by a regime failing to achieve its military objectives. He asserted that such actions are intended to destabilize European unity and weaken support for Ukraine, but he expressed confidence that these efforts would ultimately fail to divide the alliance.
Continued Transatlantic Commitment
Following his address, Rutte participated in a discussion with German Foreign Minister Johann Wadephul. When asked about the status of American readiness to defend Europe, Rutte affirmed that the United States remains fully committed to NATO and the Article 5 guarantee. He stated he had no doubt regarding Washington's continued dedication to the collective defense pact.
