Pentagon Strategist Urges Europe for Long-Term Ukraine Defense

The Pentagon’s top policy strategist has urged European nations to prepare for the war in Ukraine to continue for several more years. Speaking during a virtual session of the Ukraine Defense Contact Group, Elbridge Colby, the undersecretary for policy, stated that the end of the conflict remains uncertain despite ongoing diplomatic efforts by the Trump administration to broker a settlement. He emphasized that the situation requires a mindset geared toward endurance rather than a quick resolution.

Colby noted that Russia is actively reconstituting its forces and defense-industrial base. According to the strategist, this trend necessitates that allies remain prepared for a protracted struggle where Ukraine’s military requirements will persist in the months and years ahead. He stressed that while other contingencies must be considered, the primary focus must remain on sustaining Ukraine’s defense capabilities against a resurgent adversary.

Industrial Capacity and Financial Needs

The call for preparation is backed by significant financial and logistical demands. Ukrainian Defense Minister Yevhenii Khmara indicated that Kyiv is currently contracting for approximately 1,000 Patriot air defense missiles, a process supported by allies and European Union financing. Additionally, Ukraine faces a substantial shortfall of roughly $27 billion in funding for its drone programs, which have become critical in countering Russian offensives in recent months.

Colby underscored that real money and industrial capacity must be actively deployed to meet these needs. While acknowledging that efforts are already underway, he cautioned against any reduction in momentum. NATO Secretary-General Mark Rutte echoed this sentiment, highlighting that allies have made new pledges during the contact group meeting to ensure that support, particularly in air defense, is delivered with the utmost urgency.

Strategic Shift Toward European Leadership

This warning coincides with a broader strategic shift advocated by the Trump administration, which has pressed European partners to assume greater responsibility for the continent’s conventional defense. Colby described the ongoing Pentagon review of U.S. military presence in Europe as part of this transition. He framed the initiative as a move toward 'NATO 3.0,' aiming to adapt America’s strategic posture and foster a more durable, European-led defense structure.

According to Colby, this approach allows the United States to maintain flexibility while potentially concentrating more resources in Asia. The review is expected to be completed within two months, with options to be presented to Defense Secretary Pete Hegseth regarding American basing in Europe. This recalibration reflects a desire for a more resilient alliance structure that can withstand long-term geopolitical pressures.

Coordinated Alliance Response to Threats

European NATO members are already undertaking their largest military buildup in decades, driven by the Russian invasion and Washington’s demands for shared burden. The Ukraine Defense Contact Group, a coalition of about 50 countries, continues to coordinate military aid to Kyiv. Mark Rutte emphasized that delays in delivering support cost human lives, reinforcing the need for immediate and sustained action.

As the conflict enters a potentially new phase of attrition, the focus has shifted from immediate crisis management to long-term strategic sustainability.
