Maritime risk data indicates a sharp increase in unexploded ordnance and drone debris in NATO waters, prompting warnings for static offshore infrastructure.

The volume of discarded military hardware drifting through the Black Sea has escalated significantly over the past half-year. According to a report from maritime risk firm Ambrey, discoveries of drones and unexploded ordnance in the waters of Turkey, Romania, and Bulgaria have more than tripled since late 2025. This surge reflects the ongoing conflict between Russia and Ukraine, which is increasingly spilling into the maritime domain. The data suggests that the operational use of unmanned systems is generating a new category of persistent hazards for regional navigation and security.

Between March and August, fifty-six such objects were recorded across the basin, a substantial rise from the twenty-seven reported in the preceding six months. These items include aerial drones, unmanned surface vessels, and heavy ordnance that have been shot down or disabled and subsequently fallen into the sea. A significant portion of these discoveries were confirmed to carry live payloads, while the status of the majority remains unknown. Consequently, maritime operators are advised to treat all such objects as potentially explosive, as visual inspection cannot reliably distinguish between inert decoys and active threats.

Unmanned Systems Alter Threat Landscape

Tomas Alexa, a senior analyst for Europe at Ambrey, attributed this trend to the intensified deployment of unmanned systems by both belligerents. He noted that electronic warfare and defensive measures are frequently disrupting these missions, causing the hardware to crash into the water rather than reaching its target. This shift has changed the primary floating hazard in the region, with aerial and sea drones overtaking traditional sea mines. The accumulation of these objects on the seabed or drifting in currents presents a continuous risk to shipping lanes and coastal areas, including incidents where fishermen have inadvertently caught suspicious objects in their nets.

Vulnerability of Static Offshore Infrastructure

While moving vessels can steer away from debris, static offshore energy installations face a distinct vulnerability. Alexa explained that these structures are fixed in place and therefore subject to ocean currents that may carry drifting drones directly into them. Several clients of Ambrey have expressed serious concern regarding this specific risk, particularly in the exclusive economic zones of Romania and Turkey. The company warned that the inability of static structures to maneuver makes them prime targets for accidental impact, potentially leading to significant industrial and environmental consequences.

Persistent Risks Through Late 2026

Ambrey projects that discovery rates will remain high through the end of 2026, suggesting that the accumulation of maritime debris is a long-term feature of the current conflict. The firm noted that many discoveries likely go unreported, meaning the actual number of hazards in the water may be higher than official figures indicate. Recent incidents, including a drone striking a Turkish-flagged bulk carrier in July and several drones washing ashore in Turkey, underscore the proximity of these threats to civilian and commercial operations. The situation requires sustained vigilance from naval forces and commercial shipping operators throughout the basin.
