Agora Secures OCC Approval for National Trust Bank

Agora received conditional approval to launch a federally supervised trust bank, requiring $10 million in capital before operations begin.
Key points
- Agora secured preliminary OCC approval to establish a national trust bank in New York.
- The company must raise $10 million in Tier 1 capital within twelve months to operate.
- The proposed bank will handle stablecoin issuance, custody, and transaction services.
The U.S. Office of the Comptroller of the Currency granted Agora preliminary approval to establish a national trust bank. This decision moves the stablecoin issuer closer to operating under federal supervision.
Agora must raise at least $10 million in Tier 1 capital within twelve months to proceed. The company also faces an OCC examination before it can begin any operational activities.
Regulatory conditions define the path
The OCC decision on September 18 outlines strict preopening requirements for the new entity. Final authorization remains contingent on the company meeting these financial and operational standards.
The proposed bank must open within eighteen months of the preliminary approval date. Agora must seek an extension from the regulator if it cannot meet this timeline. The agency retains the authority to modify or withdraw the approval at any time.
Integration of stablecoin infrastructure
Agora plans to consolidate its stablecoin issuance and custody services under one regulated entity. This structure aims to replace fragmented vendor relationships with a unified banking framework.
The bank will provide fiduciary investment advisory services to institutional clients holding digital assets. It will also manage dollar-backed stablecoin issuance and redemption processes directly.
Existing stablecoin operations continue
Agora currently issues AUSD, a dollar-backed stablecoin used in institutional transactions. The company recently completed an over-the-counter transaction with Galaxy Digital using this asset. VanEck manages the reserve assets while State Street serves as the custodian.
Crypto News reports that the new charter adds a regulated U.S. banking entity to the existing structure. This expansion integrates fiat on and off ramps and ledger infrastructure into a single corporate group.
