Japan targets 14 reactor replacements by 2050 despite utility cost fears

Japan has set a target to replace up to 14 nuclear reactors by the 2050s. The government intends to use this strategy to lower reliance on fossil fuels. Electric utilities remain cautious about the plan. They fear that construction costs for new reactors may never be recovered. This uncertainty casts doubt on the financial feasibility of the projects.
The energy policy package adopted in late August includes these specific targets. Prime Minister Sanae Takaichi stated that maximizing nuclear power will help curb energy prices. The government removed the phrase regarding reduced nuclear dependence from the Strategic Energy Plan last year. This marks a significant policy reversal for the nation.
Timeline Challenges Delay New Operations
Replacing a single reactor is estimated to take approximately 20 years. This period includes geological surveys and regulatory reviews. Construction work follows these preliminary steps. Even if projects start now, operations will not begin until the mid-2040s. This delay coincides with the end of service life for many existing units.
Japan currently operates 36 reactors, excluding those under construction or slated for decommissioning. The operational lifespan of a reactor is typically 40 years. The maximum allowed duration is 60 years. A legal revision in 2023 allows operation beyond this limit by excluding offline periods. However, the total number of active reactors is expected to decline without replacement.
The number of reactors reaching the 60-year mark will rise significantly. Four units will reach this age during the 2030s. Nine units will do so in the 2040s. Fifteen units are projected to hit this limit in the 2050s. This aging infrastructure creates a pressing need for new capacity.
Industry Faces Severe Labor Shortages
Keidanren, the Japan Business Federation, has urged the government to clarify its targets. Chairman Yoshinobu Tsutsui noted that there is no time to lose. He emphasized that the 20-year lead time is a critical constraint. Large electricity consumers are particularly aware of the need for replacement. Skilled personnel and robust supply chains are indispensable for construction.
The government aims to demonstrate future demand to the nuclear industry. This strategy is designed to spur investment and workforce development. Enrollments in nuclear engineering departments have been declining. An industry group survey found that 80 percent of companies report labor shortages. Maintaining the industrial base is a major challenge for the sector.
Political Support Shifts Toward Nuclear
Public opinion has shifted in favor of nuclear power. Supporters of restarting idle reactors have outnumbered opponents since 2023. This change followed Russia’s full-scale invasion of Ukraine. Komeito, which previously held a cautious stance, left the governing coalition in October. These political moves make it easier for the government to take a proactive stance. A senior industry ministry official stated that the real test begins now. Investment must follow the set targets for the plan to succeed.
