EIT RawMaterials Targets Downstream Rare Earth Capacity in Turin

Europe shifts rare earth strategy from mining to magnet manufacturing and recycling as EIT RawMaterials convenes industry leaders in Turin.
EIT RawMaterials will host the Rare Earths and Magnets Expert Forum in Turin on November 3 and 4, 2026. The event marks a strategic pivot for European critical minerals policy, moving focus away from upstream mining toward downstream processing, magnet manufacturing, and recycling. The forum unites automakers, material suppliers, investors, and policymakers to address the industrial gap between geological resources and functional supply chains.
The organization manages over 600 million euros in strategic funding and supports more than 300 partners to bridge the commercialization gap. Participants include Stellantis, Vacuumschmelze, Solvay, and Mkango Resources. The central objective is to transform policy into bankable projects and qualified production capacity before the next supply disruption tests European resilience.
Shift from Mining to Industrial Processing
Previous European strategies concentrated on identifying deposits and developing mines. Current discussions center on the separation, alloying, and magnet production stages. EIT RawMaterials explicitly identifies dependence on individual suppliers as a risk, emphasizing the need for diversification and industrial processing know-how. The agenda reflects a recognition that possessing raw ore is insufficient without the downstream infrastructure to convert it into high-value components.
This shift acknowledges that the strategic moat lies in the value chain beyond extraction. The forum aims to align industry standards, testing protocols, and recycling capabilities. By bringing the downstream chain into a single forum, Europe seeks to build an industrial ecosystem rather than relying solely on imported finished goods.
Financing and Bankable Project Execution
EIT RawMaterials has identified financing as a major bottleneck for critical minerals projects. The organization calls for investment that moves initiatives from the innovation phase toward commercialization. The goal is to create enough demand, financing, and policy protection for non-Chinese capacity to survive, even when initial costs exceed those of established competitors.
The challenge is translating policy recognition into binding offtakes and qualified production. Europe must demonstrate that it can support industrial capacity that is resilient, even if it is not the lowest-cost option in the global market. This requires a coordinated approach involving OEMs and material suppliers to secure long-term demand signals.
European Value Chain Coordination
The forum serves as a platform for coordinating the European Raw Materials Alliance efforts. It brings together key stakeholders to discuss metallisation, magnet manufacturing, and recycling. The objective is to foster a concerted action on the European rare earth value chain, ensuring that innovation translates into tangible industrial capacity.
