Oracle Cuts Roles as AI Reshapes Hiring Strategy

Oracle initiated a new round of workforce reductions on September 14, with employees in the United States losing system access before receiving termination notices early in the morning. This move follows a massive global restructuring in March that eliminated tens of thousands of positions. The company is simultaneously increasing capital expenditure on cloud and artificial intelligence infrastructure, indicating a strategic decoupling of revenue growth from employee headcount.
The exact number of employees affected in India remains unconfirmed, though social media reports suggest a significant impact on local operations. This latest reduction underscores a broader industry trend where technology firms are utilizing automation to maintain or increase output without proportional hiring. The shift suggests that traditional metrics for scaling, such as workforce size, are becoming less relevant in determining a company's competitive position.
Automation Targets Core Engineering Roles
Praveen Bhadada, CEO of Neovay Global, noted that the layoffs target specific functions where AI already delivers measurable productivity gains. Software engineering, quality testing, and technical support are primary areas for automation. Bhadada argues that this is not merely a cost-cutting exercise but a structural move to build organizational resilience. He predicts that while overall technology spending remains robust, the direct correlation between that spend and new job creation is fading rapidly.
Aditya Narayan Mishra, MD and CEO of CIEL HR, cautioned against attributing every termination solely to AI. He described the cuts as a combination of cost discipline, business restructuring, and capital reallocation toward infrastructure. Mishra emphasized that roles in project management and technical staff are increasingly augmented by automated tools, allowing firms to deliver higher value per employee without expanding the workforce at the previous pace.
Indian GCCs Face Structural Pressure
The shift poses specific risks to India’s Global Capability Centers, which often operate as back-office hubs for lower-maturity work. Bhadada reported that more than 25 GCCs were shut down, downsized, or acquired last year, with over 50 expected to face similar outcomes this year. He stated that headcount is becoming a weaker indicator of GCC growth, as companies prioritize specialized capabilities over volume hiring.
Mishra countered that AI is unlikely to halt the strategic expansion of GCCs in India. Instead, he expects the focus to shift toward higher-value mandates, such as product development and platform engineering. The measure of success for these centers will increasingly depend on the complexity of work managed and the business value delivered, rather than the number of employees on the payroll.
