Maryland Governor Wes Moore has admitted that state residents have valid reasons to worry about the impact of artificial intelligence on their livelihoods. However, his administration has not yet detailed specific measures to protect workers if AI begins to eliminate jobs. This gap leaves a significant tension between the state's push to become a tech leader and the uncertainty facing its workforce.

During a recent tour, Moore acknowledged public anxiety while emphasizing AI's potential to improve public safety, education, and health care. Preliminary Data Shows High Risk

A public research project by the Maryland State Innovation team estimated that nearly 40 percent of the state’s workforce is in occupations facing high AI automation risk. This placed Maryland at the top of the list among states in their analysis. The study used federal occupation data and large language models to assess whether AI could perform specific job tasks.

However, this figure should not be interpreted as a prediction that nearly 40 percent of jobs will disappear. The project explicitly describes itself as a preliminary investigation and notes that it measures task-level automation potential, not employer intent to cut positions. The distinction is crucial, as the ability of AI to perform a task does not automatically equate to the replacement of the human worker performing it.

Funding Training Without Clear Metrics

To address potential workforce shifts, Maryland has allocated funds for upskilling and reskilling programs. In July, the state awarded over one million dollars to organizations training nearly 600 people in sectors like life sciences, aerospace, and manufacturing. The governor also joined a national nonprofit initiative aimed at developing workforce systems for an AI-driven economy.

As chair of the National Governors Association, Moore is leading efforts to develop state policy models for AI. Reports indicate that a roadmap for governors on AI and the future of work is expected soon.
