South Korea Launches Universal AI Access for All Citizens

By the end of 2026, every resident of South Korea will receive free, unlimited access to domestic AI chatbots. This bold move aims to position the nation as a global leader in artificial intelligence adoption, though significant challenges regarding oversight and economic impact remain.
South Korea is preparing to provide its entire population of 51 million with unrestricted, free access to general-purpose artificial intelligence chatbots and public service agents. By the end of 2026, this initiative, known as 'AI for All,' will place domestic models directly in the hands of every citizen. No other nation has attempted a rollout of this scale, marking a decisive shift in how governments distribute powerful technology.
President Lee Jae Myung initiated this strategy during the San Francisco AI Summit, framing it as part of a broader vision to make Korea a top-tier AI power alongside the United States and China. The plan rests on three pillars: leveraging Korea’s dominance in memory chip production, creating a massive testbed for rapid AI adoption, and ensuring the technology benefits the broader population. National Strategy and Industrial Ambitions
The 'AI for All' program is the centerpiece of Seoul’s most ambitious industrial policy in decades. President Lee has backed domestic consortia to develop sovereign AI models, reducing reliance on foreign technology. To support this, the government is building data center capacity in the multiple-gigawatt range and has secured semiconductor partnerships with U.S. firms worth $950 billion over five years. This infrastructure investment aims to secure Korea’s place in the global AI supply chain.
However, the trade-off is significant. By prioritizing rapid, universal access, the government is betting that the economic benefits will outweigh the risks. If successful, Korea could control its own AI destiny, influencing its labor market and national security. If it fails, the state may have overextended its resources in a sector where control is already concentrated among a few global players.
Regulatory Leadership and Safety Concerns
South Korea has also moved ahead of its peers in legislation. The AI Basic Act, which took full effect in January 2026, makes the country the first to have a comprehensive AI law fully in force. The law establishes an AI Safety Institute and imposes strict risk management obligations in high-impact areas like healthcare, hiring, and nuclear operations. This contrasts with the European Union, which has deferred high-risk obligations until late 2027, and the United States, which currently lacks a horizontal AI law.
Despite this regulatory lead, a critical gap remains. The capacity to evaluate how these systems actually affect hiring, credit decisions, and public services is still being built. This is the area where international cooperation, particularly with the United States, is most needed. Without robust evaluation frameworks, the promise of safe, human-centered AI may remain theoretical.
Access Versus Real-World Impact
Providing access is a political decision, but determining whether people actually benefit from AI is a complex economic challenge. The technology will reshape work and influence decisions made on citizens' behalf. While the government can supply the hardware and models, the social outcomes depend on how these tools are integrated into daily life and employment structures.
The catch is that universal access does not guarantee equitable outcomes. If AI drives job displacement or biases decisions in credit and hiring, the benefits may be unevenly distributed. South Korea’s experiment will serve as a global test case for whether a government can successfully balance rapid technological adoption with social stability and safety.
