Africa's $62B Pipeline Buildout Targets European Gas Demand

African producers are accelerating midstream infrastructure to capture EU demand following the Russian gas ban.
African oil and gas producers are scaling up pipeline infrastructure to capture new export markets in Europe. The buildout is driven by shifting global supply dynamics, particularly the European Union's phased ban on Russian gas imports. This regulatory change has intensified competition among African producers to deliver hydrocarbons to buyers in Italy, Spain, Germany, and the Netherlands.
According to Industrial Info Resources, the continent currently hosts 191 active pipeline projects with a total investment value of US$62.1 billion. Natural gas infrastructure dominates this portfolio, accounting for 105 projects worth US$47.6 billion. These investments focus on connecting previously stranded gas reserves in West and North Africa to international markets, alongside crude oil lines in East Africa.
West African Gas Corridors Advance
Two major transboundary projects are emerging as key contenders for European supply. The Nigeria-Morocco pipeline, also known as the Africa Atlantic route, spans 6,300 kilometers across 13 West African countries. With a potential cost of US$25 billion, it utilizes an offshore and onshore route. Morocco has completed front-end engineering design studies, indicating potential for near-term progress.
Competing with this is the Trans Saharan Gas Pipeline, a US$13 billion project linking Algeria, Niger, and Nigeria. Recent agreements have renewed focus on upgraded feasibility studies and compensation frameworks. Both projects benefit from the European ban on Russian gas and supply disruptions in the Strait of Hormuz, which have increased the economic viability of African gas exports.
East African Crude Pipeline Near Completion
The East African Crude Oil Pipeline represents the most advanced liquids infrastructure in the region. Majority-owned by TotalEnergies alongside UNOC, TPDC, and CNOOC, the project is approximately 90% complete. The 1,443-kilometer, 24-inch heated line is designed to transport crude from Uganda’s Lake Albert fields to the Tanga marine terminal in Tanzania.
With an investment value of nearly US$3.5 billion, the pipeline is scheduled to begin exports in early 2027. This timeline provides a concrete example of international project execution, contrasting with the longer-term development phases of the West African gas corridors. The project serves as a model for executing complex cross-border energy infrastructure.
European Demand Drives Acceleration
The European Union’s decision to phase out Russian gas imports has created a direct demand surge for African hydrocarbons. The ban becomes fully effective on January 1, 2027, prompting buyers to secure alternative supply sources. This shift has accelerated front-end engineering design, financing traction, and intergovernmental agreements that previously faced delays.
Producers in Algeria, Nigeria, and emerging West African markets are now aggressively courting European buyers. The combination of regulatory changes in Europe and supply constraints elsewhere has transformed these midstream projects from speculative long-term investments into critical components of the global energy supply chain. The focus remains on delivering molecules to market efficiently to meet this newly defined demand.
