France Clears Gravelines Nuclear Site as Europe Expands
France approves EDF's Gravelines project, the Netherlands initiates reactor studies, and Egypt advances its first nuclear plant.
EDF has received official environmental authorization to begin site preparation for two EPR2 reactors at Gravelines, marking a decisive step in France’s nuclear expansion. This approval, published in the French Official Journal on August 22, allows the utility to start physical work on the site while regulatory processes continue in parallel.
Simultaneously, the Netherlands and Egypt have advanced their own nuclear programs. The Dutch state-owned NEO NL has contracted EDF and Westinghouse for competing design studies for two new 1,000-MW plants, while Egypt’s Nuclear Power Plants Authority confirmed the completion of dry shielding installation at El Dabaa unit 3. These moves signal a broader European and Middle Eastern push to diversify energy supply through new nuclear capacity.
France advances Gravelines reactor construction
The Gravelines site is selected for its existing infrastructure, including six operational 910-MWe Framatome CP1 reactors and established grid connections. By building on a licensed site, EDF reduces regulatory complexity and leverages local expertise to lower costs. The new units will utilize the EPR2 design, a Generation III+ pressurized water reactor engineered for improved build efficiency compared to the original EPR.
Netherlands initiates competing design studies
NEO NL has awarded parallel front-end engineering design contracts to EDF and Westinghouse to evaluate two potential 1,000-MW nuclear plants. This dual-track approach allows the Dutch government to compare technology compatibility with local legislation and licensing standards before selecting a final site. The studies are expected to take 12 to 18 months, during which time the location for the new capacity will be determined.
Egypt completes key shielding milestone
Egypt’s Nuclear Power Plants Authority reported that dry shielding installation at El Dabaa unit 3 is complete. This milestone is critical for the safety and containment of the Rosatom-built reactor, which will become the country’s first nuclear power plant. The progress at El Dabaa reflects a significant step in Egypt’s long-term energy strategy to reduce reliance on fossil fuels and increase domestic electricity generation.
