Naftogaz and MOL Sign Pact for Hungarian Fuel Storage

Ukraine’s Naftogaz and Hungary’s MOL Downstream have agreed to build refined fuel storage near the border to secure supplies against ongoing attacks.

Ukrainian state-owned oil and gas company Naftogaz and Hungarian energy group MOL Downstream signed a memorandum of understanding on September 20 to construct refined petroleum storage facilities in Hungary. The agreement creates a framework for joint evaluation and development of infrastructure designed specifically to supply the Ukrainian domestic market with fuel, marking a significant shift in cross-border energy logistics.

The pact was finalized during the inaugural summit of the “Carpathian Eight” regional cooperation format. By establishing strategic reserves outside Ukrainian territory, Naftogaz aims to insulate national fuel supplies from persistent Russian missile and drone strikes, thereby enhancing the reliability of energy delivery for Ukrainian consumers.

Strategic Storage Secures Supply Routes

Naftogaz Acting Chairman Serhiy Fedorenko stated that diversifying supply routes is critical for market stability under conditions of sustained attacks on domestic fuel infrastructure. The project is intended to reduce vulnerability by creating additional storage capacities outside the bombardment zone, fostering mutually beneficial development of cross-border energy infrastructure between Ukraine and Hungary.

Winter Resilience Drives Infrastructure Investment

This initiative forms part of a broader Ukrainian strategy to reinforce national energy resilience ahead of the autumn and winter heating season. Prime Minister Serhiy Koretskyi noted that while fully defending every asset is unfeasible, the country is better positioned to withstand winter attacks than in previous years, with a focus on decentralizing critical energy and heating networks.

Ukraine has already met its baseline winter natural gas storage target a month early, accumulating 14.6 billion cubic meters by late August. Domestic underground storage facilities reached this level through coordinated operations involving Naftogaz, the Gas Transmission System Operator of Ukraine, and domestic extraction enterprises, ensuring adequate reserves despite escalating strikes.

Municipal Utilities Prepare for Seasonal Demand

Concurrently, municipal utilities completed winterization procedures for approximately 100,000 residential buildings, 12,400 local boiler facilities, and 11,700 kilometers of district heating pipelines. These efforts were supported by state allocations of 6.8 billion hryvnia, equivalent to 152 million dollars, designated for backup power generation and physical barrier defenses to maintain stability.
