US Developers Repurpose Retired Coal Sites for New Power

Vistra, D.E. Shaw, and TerraPower are leveraging dormant coal infrastructure to deploy solar, battery, and nuclear assets, reducing grid connection costs while maximizing existing transmission assets.

U.S. energy developers are increasingly converting retired coal-fired power plants into hubs for solar, battery storage, and advanced nuclear facilities. This strategy allows companies to bypass the high costs and delays associated with securing new grid interconnections by utilizing existing transmission infrastructure. The shift is gaining momentum as regulatory environments evolve and new technologies become more cost-effective.

By reusing dormant sites, developers can deploy renewable capacity that, while often smaller than the original coal output, benefits from robust, already-established grid connections. This method has proven effective in several key regions across the United States.

Solar and Battery Projects at Retired Sites

Vistra Energy completed a 44-megawatt solar array and a 2-megawatt battery system at the retired Coffeen station in Illinois. Although this capacity is a fraction of the plant’s original 1,000-megawatt output, the project successfully leveraged the site’s connection to the MISO grid. Similarly, D.E. Shaw Renewables Incorporated finished a 200-megawatt solar facility and a 100-megawatt/400-megawatt-hour battery unit at the former San Juan Generating Station in 2024.

D.E. Shaw is expanding its footprint in the same region with the Foxtail Flats development, which plans for 170 megawatts of solar and 80 megawatts of battery storage. AES Indiana has also integrated battery and solar capacity at the Petersburg Generation Station, where only two of four coal units have been retired. The remaining units are being converted to natural gas, a move expected to take effect later this year.

Nuclear and Battery Expansion Plans

TerraPower is constructing its 345-megawatt Natrium advanced nuclear reactor near the Naughton Power Station in Wyoming. The U.S. Nuclear Regulatory Commission issued a construction permit for this project in March, with work expected to be well underway next year and completion targeted for around 2031. The reactor will leverage the existing infrastructure of the site, where two coal units have already been converted to natural gas.

Duke Energy is adding 167 megawatts of battery capacity at the retired Allen Steam Station in North Carolina, a project expected to conclude next year. Meanwhile, the Tennessee Valley Authority has commissioned studies for potential small modular reactor construction at coal sites, though its most advanced project, Clinch River, falls outside this specific category of direct site reuse.
