Agricultural Bank of China Commits $45b to Water Sector

The Agricultural Bank of China has pledged 300 billion yuan in credit to support water conservation and supply infrastructure through 2030, reducing borrower equity requirements and extending loan tenors to 45 years.
The Agricultural Bank of China will extend up to 300 billion yuan ($44.7 billion) in credit to the water conservation and supply sectors during the 2026-2030 period. This commitment was disclosed by the Ministry of Water Resources following a joint notification aimed at enhancing financing services for the industry. The funding stream targets high-quality development goals, specifically focusing on agricultural water efficiency, industrial emission reduction, and urban water-loss mitigation.
To lower financing costs for qualified entities, the bank will apply differentiated interest rates to water-saving projects. Borrowers for eligible initiatives can reduce their required equity contribution to 15 percent of total project costs, a decrease from the standard 20 percent threshold. These financial adjustments are designed to improve the capital structure of water infrastructure investments while maintaining credit discipline.
Extended Tenors Support Long-Term Infrastructure
Eligible projects may now access loans with terms extending to 45 years, aligning repayment schedules with the long operational life of water treatment facilities. This structural change addresses the mismatch between short-term debt instruments and the slow cash-flow generation typical of utility assets. The extended duration provides borrowers with greater financial flexibility to service debt over a longer horizon.
The bank is also exploring innovative financing models that utilize water-use rights as collateral. Incentive-based lending linked to water-use efficiency is part of this strategy, tying credit terms to performance metrics. These mechanisms aim to strengthen the financial sustainability of conservation projects by aligning lender risk with operational outcomes.
Joint Consultation Enhances Risk Oversight
A regular consultation mechanism will be established between the Ministry of Water Resources and the Agricultural Bank of China. This framework facilitates full-cycle financial services and improves information sharing regarding risk warnings. The collaboration is intended to provide continuous oversight of project execution and financial health throughout the 15th Five-Year Plan period.
According to the release, the partnership focuses on supporting water-saving equipment manufacturers and service companies as key beneficiaries. By integrating regulatory guidance with banking products, the initiative seeks to streamline access to capital for the water sector. The measures collectively aim to reduce the cost of capital for critical infrastructure projects across China.
