Outstanding margin debt reached an all-time high of $1.502 trillion in June 2026, according to data from the Financial Industry Regulatory Authority (FINRA). This metric, which measures the amount of securities investors borrow from brokers to purchase assets, serves as a primary gauge of speculative risk-taking in the equity markets. The rapid accumulation of this leverage stands out as a critical divergence from historical norms, particularly when viewed against the backdrop of the current bull market.
The increase in margin debt has been sharp and sustained. Between April 2025 and June 2026, total outstanding margin debt rose by 77%. Although the figure retraced slightly to $1.417 trillion in July, it rebounded to $1.454 trillion by August, indicating that investor appetite for leverage remains robust. This trajectory places the current environment in the category of historically extreme risk accumulation, a condition that has not always preceded market expansion.

A review of the past three decades identifies four instances where outstanding margin debt surged by at least 65% over a short period. Each of these episodes was followed by a significant decline in equity values. The most prominent example occurred between March 1999 and March 2000, when margin debt increased by 80% to nearly $300 billion in the year leading up to the dot-com bubble burst.
Following that peak in leverage, the market experienced a severe correction. The S&P 500 lost 49% of its value, while the Nasdaq Composite declined by 78%. This correlation suggests that when leverage grows disproportionately faster than the underlying value of the market, it often marks a local top rather than a continuation of gains. The current 77% increase in margin debt over a similar timeframe mirrors this dangerous pattern.
Policy impacts on corporate cash flow
Corporate fundamentals have been supported by specific legislative actions, most notably the Tax Cuts and Jobs Act of December 2017. By permanently reducing the peak marginal corporate income tax rate from 35% to 21%, the policy allowed businesses to retain a larger portion of their earnings. This structural change in after-tax profitability has been a key driver of record share buybacks, particularly in 2025, which has helped support stock prices independent of trading volume.
While these tax benefits have improved balance sheets and cash flow, they do not mitigate the risks associated with investor leverage. The combination of high valuations and elevated margin debt creates a fragile market structure.
