Actis Launches Yeltica Energy for 2 GW Mexican Renewables

London-based investment firm Actis has launched Yeltica Energy, a new platform dedicated to renewable energy generation in Mexico. The company targets a total capacity of over 2 GW, combining solar photovoltaic, wind, and battery storage technologies. This move signals Actis' return to the Mexican market, following its previous exit from ventures like Zuma Energia and Atlas Renewable Energy.

The initial portfolio consists of three solar-plus-storage projects awarded by Mexico’s state utility, Comisión Federal de Electricidad (CFE), under its first Mixed Investment Tender. These assets include approximately 330 MW of solar PV capacity and 255 MWh of battery storage. All three projects are secured by 25-year power purchase agreements with CFE, featuring US-dollar-denominated payments indexed to inflation to mitigate currency risk.

Initial Portfolio Secured By CFE

The anchor projects for Yeltica Energy were selected through competitive bidding processes conducted by CFE. The financial structure of these deals relies on long-term off-take agreements that provide revenue stability for the operator. By locking in 25-year contracts, the platform secures a predictable cash flow base before attempting to expand its asset base. This foundational portfolio serves as the operational core for the new entity.

Actis intends to grow Yeltica Energy beyond these initial assets by participating in future public tenders. The company will also pursue direct development agreements with private developers and power offtakers. This dual strategy allows the platform to leverage both state-sponsored infrastructure opportunities and private sector demand. The goal is to scale the installed capacity toward the targeted 2 GW threshold.

Leadership Brings Prior Sector Experience

José Luis García has been appointed as CEO of Yeltica Energy. García brings over 25 years of experience in the energy sector, including roles as CEO of Zelestra LATAM and Zuma Energia. During his tenure at Zuma, he developed and built more than 800 MW of wind and solar projects in Mexico. His track record includes building and divesting a renewable energy platform exceeding 1 GW across Chile, Peru, and Colombia.

Actis is also maintaining a presence in the Mexican digital infrastructure market through its Latin American hyperscale platforms, Terranova and NextStream. These investments in data centers complement the new energy platform by creating synergies between power generation and high-consumption end users. The company views the combination of energy and data infrastructure as a strategic advantage in the region.

Policy Reforms Drive Investment Outlook

The launch coincides with Mexico’s Plan Mexico reforms, which aim to increase private investment in the power sector. The Power Sector Development Plan 2025-2039 calls for approximately 75 GW of new generation capacity, with about 80% expected to come from clean sources. Mexico also targets a 38% renewable electricity share by 2030, including the addition of 22 GW from renewable sources.

Alberto Estefan, Managing Director of Energy Infrastructure at Actis, stated that the current policy framework and rising electricity demand are creating viable opportunities for private capital. A September 2025 report by Ember suggests Mexico could meet 58% of its annual electricity needs from solar and batteries by 2030. This potential reduction in reliance on imported gas aligns with the strategic goals of the new Yeltica Energy platform.
