AI Weather Tools Aim to Help Millions of Smallholder Farmers

A new initiative seeks to bridge the gap between advanced climate technology and the daily realities of small-scale agriculture in developing regions.
Agricultural Innovation Mechanism for Scale (AIM for Scale), based at the University of Notre Dame, has secured a $10 million grant from the OpenAI Foundation. The funding is designed to help governments deploy artificial intelligence-powered weather services to millions of farmers across South and Southeast Asia and East Africa.
The initiative focuses on a critical challenge in global agriculture: moving successful pilot projects into sustainable, large-scale systems. By connecting agricultural innovation with robust funding structures, the program aims to provide smallholder farmers with the reliable climate data needed to adapt to changing weather patterns.
Bridging the Gap Between Pilot Projects and National Scale
Paul Winters, who leads the initiative, notes that technical innovation alone is insufficient. The primary hurdle is ensuring these tools become embedded in government systems that can sustainably serve millions of users in low- and middle-income countries. This part of the broader $60 million investment by the OpenAI Foundation aims to translate rapid AI advances into dependable services that farmers can rely on year after year.
Tailoring Forecasts for Local Agricultural Needs
Smallholder farmers produce roughly one-third of the world’s food, yet many lack access to timely, localized information. This gap leaves them vulnerable to dry spells, storms, and disease outbreaks that can wipe out a season’s production. Recent advances in AI allow for reliable, localized forecasts using significantly less computing power than traditional systems, making them more accessible for widespread deployment.

By delivering advice through text messages, calls, and chatbots, the technology helps farmers protect their livelihoods. However, the catch is that developing the technology is only half the battle; the real work lies in the logistics of delivery and integration.
Coordinating Partners for Sustainable Delivery
AIM for Scale will work with governments, multilateral development banks, and academic institutions to operationalize these models. The University of Chicago and UC Berkeley will help national meteorological agencies tailor AI weather models, while Precision Development will focus on turning forecasts into practical advice. Digital Green will integrate these improvements into its advisory platform, using farmer feedback to refine the forecasting teams' outputs.
