Alaska Universities Draft AI Rules Amid Limited Student Input

University of Alaska regents are reviewing a draft policy that mandates AI plans for all three campuses, though key stakeholders have not yet provided feedback.
The University of Alaska’s Board of Regents is currently weighing a draft artificial intelligence policy that would require all three of its campuses to implement specific AI strategies for students, faculty, and staff. The proposal aims to standardize how the institution handles emerging technologies while ensuring that human expertise remains central to the educational mission.
While the policy seeks to leverage AI for better access to educational services, it highlights a significant procedural gap. University leadership admits that the draft was finalized over the summer without sufficient input from the very people it affects, creating a trade-off between speed and inclusive governance that is now being addressed through upcoming consultations.

The guiding principles of the draft emphasize maintaining data security and preventing the replacement of human talent with automated systems. Ben Shier, the university’s Chief Information Technology Officer, clarified that the technology is intended to amplify existing capabilities rather than replace them. This approach reflects a cautious stance, acknowledging that AI raises familiar questions about privacy and monitoring that the university has long navigated.
Shier noted that while AI brings greater focus to these issues, the underlying concerns are not new. The university is working to define where data can and cannot be used, particularly in sensitive areas like health records. Rising student usage complicates control
The urgency of this discussion is underscored by recent data indicating a surge in student adoption of generative AI. A 2025 survey by Inside Higher Ed found that approximately 85% of college students now use these tools in their coursework. This widespread usage outpaces the university’s current ability to track and control every interaction with AI systems, creating a regulatory blind spot.
Regent Christine Ressler raised concerns about the institution’s capacity to maintain data security given this unmonitored usage. While the university provides guidance on its website regarding safe data handling, Shier acknowledged that the current infrastructure cannot fully audit external AI tools. This limitation means that the new policy must rely heavily on guidance and education rather than technical enforcement.
Feedback process begins this fall
Recognizing the need for broader input, university leadership plans to launch a series of listening sessions and online surveys this fall.
