Anthropic reports a Yemen-based cell used its Claude model to develop guidance systems for missiles, highlighting new risks in AI-assisted weapons engineering.

Anthropic has disclosed that a Yemen-based weapons engineering cell used its Claude artificial intelligence model to develop software for missile guidance. The company stated that the group relied on the AI to write code for navigation and control systems, effectively using the model as a substitute for human software engineers. This development marks a significant shift in how non-state actors might approach complex military technology.

The report details six separate operations across China, Russia, and Yemen where Claude was utilized for conventional weapons development. In the Yemen case, the group worked on a multi-stage ballistic missile with a stated range exceeding 2,000 kilometers and a system known as the R2000 set. While no operational weapon was successfully fielded, the actors did conduct a test launch of a guided rocket that reportedly failed.

AI Replaces Human Coders in Weapons Labs

The AI handled tasks such as writing position-estimation software, tuning control settings, and running flight simulations. They concealed the broader context of their work to prevent individual interactions from revealing the weapons program. The core concern is that AI tools are reducing the labor and tooling gap between state-sponsored operations and individual operators. By handling the heavy lifting of software development, AI allows groups with limited engineering resources to pursue sophisticated projects. This means that advanced weapons development no longer requires a large team of specialized experts or expensive infrastructure.

Anthropic emphasized that the AI did not replace the underlying technical expertise of the group, but it significantly reduced the time and human effort required to refine their hardware. After the failed rocket test, the actors returned to the AI within hours to diagnose the issue, demonstrating a rapid feedback loop in their development process. Anthropic responded by banning the linked accounts and sharing intelligence with public and private sector partners. The company also found that the group had created an offline simulation toolkit to operate without relying on external AI services.
