Anthropic revealed that users in Houthi-controlled Yemen used its Claude model to design advanced weapons, marking a significant shift in how non-state actors approach military technology.

Anthropic has disclosed that users in northern Yemen, a region controlled by Iran-backed Houthi rebels, attempted to use its Claude AI model to develop advanced missile systems. The company stated that these actors sought to create guidance software for weapons capable of hypersonic speeds and mid-course maneuvering, representing a notable escalation in the application of artificial intelligence to military conflicts.

While the attempts did not result in a fully operational device, the incident highlights a growing concern about the spread of AI capabilities in remote and rugged battlefields. The company blocked the accounts after identifying the suspicious activity, noting that the users returned to the chatbot to troubleshoot a failed rocket test, providing direct evidence of their intent to weaponize the technology.

Failed tests reveal specific weapon ambitions

According to a report released by Anthropic, the identified cell in northern Yemen was pursuing three distinct weapons programs. These included a multi-variant missile designed to glide at hypersonic speeds and a warhead that would utilize mobile phone hardware for mid-course guidance. The group reportedly used the Claude Code tool to write the necessary software for navigation and control, bypassing traditional human engineering processes.

The company noted that the users had already built an offline simulation toolkit before their accounts were banned, suggesting they were preparing to test these designs without further reliance on the platform. This indicates a sophisticated level of planning, even if the final hardware production remained unsuccessful due to technical failures.

Houthis deny reliance on open-source tools

Hazam al-Assad, a member of the Houthis’ political bureau, dismissed the report as unreasonable. He argued that the group possesses modern and diverse production capabilities accumulated over the years of conflict and does not need to rely on open sources for military development. Al-Assad emphasized that all weapons are used strictly for self-defense against what he described as Saudi aggression.

However, weapons analysts suggest the motivation may be different. Trevor Ball from Armament Research Services noted that while the Houthis may be inquiring about hypersonic technology, they lack the production capacity to build such systems. He believes the group is trying to reduce its reliance on Iranian shipments of weapons and components by developing indigenous capabilities, even if those capabilities are currently limited.
