Existing firms must submit separate applications to join the new system. Automatic transfer from previous registrations is not permitted. The guidance covers stablecoin issuance, trading platforms, custody, and staking services.

Regulatory Timeline and Transitional Rules

Firms seeking transitional arrangements have until February 28, 2027, to apply. The FCA published this guidance following parliamentary legislation in February. This law brought crypto assets under FCA jurisdiction.

The House of Lords approved an amendment requiring a national digital-asset strategy. The Treasury must produce this strategy within 12 months of the law taking effect. The strategy covers crypto assets, stablecoins, and tokenized securities.

Scope of Authorized Activities

The guidance specifies which activities require authorization. Stablecoin issuance is explicitly covered. Operating crypto trading platforms and broking transactions are also included. Custody and staking services fall under the new regime.

Future Plans for Tokenized Assets

The FCA is reviewing tokenized gold products. It is seeking feedback on potential exemptions from fund rules. A tokenization roadmap for wholesale markets is planned for later this year.

This roadmap will be published jointly with the Bank of England. The initiative aims to clarify the regulatory status of tokenized financial instruments. The FCA states this provides clarity for firms preparing for compliance.
