Public Rental Housing Faces 42 to 1 Competition in Seoul

62,635 applicants targeted 1,484 public rental units in the latest Seoul allocation.

Seoul Housing and Urban Development Corporation reported 62,635 applications for 1,484 units in the 2026 second Happy House program. The average competition ratio reached 42.2 to 1. One specific allocation drew 23,955 applicants for just 90 households, resulting in a ratio of 266.2 to 1.

Four complexes for youth recorded competition ratios exceeding 1,000 to 1. In Haengdang-dong, 2,088 people applied for a single 36 square meter unit. This demand reflects a sharp decline in private rental options for young residents.

Private lease inventory shrinks rapidly

Jeonse listings for young people and newlyweds are disappearing in large complexes. Seoul Forest Hanshin The Hue has only two active lease listings, both for 114 square meter units. Daelim Riverside Town shows five active listings. Real estate agency officials state that deposit-based leases for smaller units are effectively unavailable.

Asyl data shows Seoul apartment jeonse listings fell 10.8 percent from 23,060 to 20,573. Songpa-gu listings dropped 61.1 percent. Guro-gu declined by 56.2 percent. Dongdaemun-gu fell 52.7 percent. Similar shortages exist in Nowon, Dobong, and Seongbuk-gu complexes.

Price gap drives applicant surge

Happy House units cost 60 to 80 percent of surrounding market prices. In Seoul Forest River View Xi, the public rental deposit is 145.53 million won with 582,000 won monthly rent. A comparable private 59 square meter unit trades for a 630 million won deposit. Adjusted for area, the private option costs over 200 million won more in deposit.

The program includes 13 complexes bought during reconstruction and 29 from the Seoul Ritz 2 program. Jamsil Olympic Park I-Park recorded a 765.8 to 1 ratio for newlyweds. Location near subway lines and parks further increases desirability. GN auto markets/housing data confirms this rental market trend.
