Coinbase shares rose as the Senate prepared a floor vote on the CLARITY Act, with analysts citing regulatory clarity and a Bitcoin rebound as key drivers.
Coinbase (NASDAQ: COIN) shares surged 8.7% in the afternoon session on September 14, 2026, following Senate preparations for a floor vote on the Digital Asset Market Clarity Act. The procedural move centers on a revised 635-page bill designed to establish a U.S. regulatory framework for digital assets, incorporating new ethics restrictions and stablecoin safeguards to secure bipartisan support.
The legislative momentum prompted Compass Point to upgrade Coinbase to Neutral from Sell, raising its price target to $177. Analyst Ed Engel noted that while the base case expects the bill to fail its initial 60-vote cloture threshold, the upgrade reflects diminishing pessimism regarding policy headwinds. Engel argued that even if the legislation stalls, regulatory exemptions and tokenized equities are likely to advance in the coming year, reducing uncertainty for the exchange operator.
Bitcoin Rebound Boosts Exchange Revenue
A cyclical rebound in Bitcoin served as a secondary driver for the stock’s performance. The cryptocurrency traded up roughly 2%, moving above $79,000, which boosted investor sentiment and increased buying pressure in crypto-linked equities. This price action is significant for Coinbase because exchange revenue, trading volumes, and the value of crypto held on its balance sheet tend to move in tandem with the coin.
Recent Ecosystem Expansions And Market Context
Coinbase’s recent market activity includes the launch of a nationwide token-backed mortgage product with Better Mortgage. Under this structure, Better originates and services the loan, while Coinbase holds and transfers the pledged crypto. Eligible borrowers can pledge bitcoin or USDC as collateral to fund a cash down payment without selling the tokens, a structure intended to avoid a taxable sale while maintaining a standard conforming mortgage as the first lien.
Despite today’s gains, Coinbase shares remain down 20% since the beginning of the year. At $189.16 per share, the stock trades 51.2% below its 52-week high of $387.27 recorded in October 2025.
