EPA Deregulation Accelerates Fossil Fuel Use for AI Data Centers

The U.S. Environmental Protection Agency has finalized a rule eliminating Biden-era requirements for fossil fuel power plants to reduce carbon dioxide emissions. This decision removes compliance obligations for utilities that supply power to rapidly expanding AI data centers. By rescinding these standards, the agency removes a key constraint on the expansion of gas and coal-fired generation.
EPA Administrator Lee Zeldin described the move as the largest deregulatory announcement in U.S. history. The proposal also aims to rescind remaining greenhouse gas standards for the power sector. This regulatory vacuum lowers operational costs for energy-intensive computing facilities that currently depend on non-renewable sources.
Data Center Demand Drives Fossil Fuel Growth
BloombergNEF projects that U.S. data centers will consume more natural gas than most countries within a decade. Ninety-nine proposed gas-powered data center projects could increase power-sector emissions by 20 percent. The EPA’s new rules facilitate this growth by eliminating the regulatory penalties associated with increased fossil fuel combustion.
AI hyperscalers are increasingly turning to coal and gas to meet soaring electricity demands. The administration’s decision to exempt data centers from certain Clean Air Act toxin limits under national security justifications further reduces compliance burdens. This approach prioritizes rapid infrastructure deployment over environmental safeguards, creating a favorable environment for heavy energy users.
Regulatory Rollbacks Favor Polluting Industries
The Trump administration has adopted a strategy of dismantling regulatory barriers to support favored industries. This playbook, previously applied to the fossil fuel sector, now extends to the AI infrastructure build-out. By showering companies with tax breaks and exemptions, the White House frames aggressive expansion as a national security imperative.
Despite warnings from AI executives about existential risks, the administration has rejected calls for federal oversight. President Trump dismissed the need for regulatory controls, arguing that strong leadership is sufficient. This stance aligns with the agency’s broader effort to remove constraints on industrial growth, including the removal of limits on mercury, arsenic, and benzene emissions.
