Federal officials warn that artificial intelligence is reshaping the landscape of benefits fraud, creating a high-stakes battle where both government agencies and criminals are deploying advanced digital tools.

Artificial intelligence is rapidly becoming a double-edged sword in the fight against federal benefits fraud. While government agencies are turning to these technologies to detect anomalies and protect public funds, criminals are simultaneously leveraging the same tools to execute more sophisticated scams. Chad Bungard, the chief strategy officer for the Social Security Administration’s Office of the Inspector General, described this as a fundamental change in the fraud landscape. He noted that the government is now looking toward AI to combat fraud, but criminals are equally focused on using it to commit fraud. This parallel adoption means that agencies must constantly update their strategies to maintain an advantage in a technology-driven conflict.

Criminals exploit advanced models

The threat is not merely theoretical. A report cited by Bungard estimates that generative AI could drive roughly $40 billion in fraud by 2027. Scammers are using AI chatbots to mimic victims, utilizing personal data harvested from the dark web to convince bank operators to divert direct deposits. Additionally, fraudsters are creating convincing fake government documents, sometimes including the names of real officials, to manipulate individuals into handing over funds or sensitive information.

This level of sophistication requires a different approach from investigators. Instead of reacting to fraud after it occurs, the focus is shifting toward proactive prevention. Agencies are moving away from a pay-and-chase model, where funds are paid out first and then recovered if fraud is detected, toward a system that identifies and blocks fraudulent activity before money leaves the government's accounts.

Government agencies adapt strategies

In response, the Social Security Administration and its watchdog have established an AI fraud subcommittee. This group meets quarterly to discuss emerging AI use cases, compliance with regulations, and the development of new detection tools. The goal is to place the responsibility on the agency to prevent and detect AI-driven fraud, ensuring that the systems serving millions of Americans remain secure against evolving threats.

However, there are limitations to the current capabilities. Bungard acknowledged that while the agency is developing new tools, it has not yet fully adopted agentic AI, which allows systems to perform complex tasks with minimal human oversight. This gap represents a significant challenge, as criminals continue to advance their techniques while the government works to catch up with the necessary infrastructure and expertise.

Collaboration drives fraud defense

Other federal agencies are already seeing results from their AI investments. The Centers for Medicare and Medicaid Services, for example, uses AI tools in its Fraud Defense Operations Center to detect spikes or abnormalities in claim submissions. This proactive approach has led to significant savings, demonstrating the potential effectiveness of AI in protecting public funds. The Social Security Administration is engaging with CMS to share insights and coordinate efforts, recognizing that a unified approach is essential in a landscape where fraud tactics are increasingly shared across sectors.
