The Indian government is preparing to announce a unified framework for cloud sovereignty, focusing on how public agencies handle sensitive information. The new guidelines aim to ensure that mission-critical systems remain under national control, regardless of where the underlying infrastructure is physically located.

A central requirement involves the implementation of air-gapping, a technique that physically disconnects critical systems from external networks. This measure is designed to protect data from foreign legal claims and ensure that government operations continue even if international connectivity is severed.

Physical Isolation Ensures Operational Continuity

Air-gapping goes beyond simply storing data on local servers. It creates a complete break in the digital link between a government system and the broader internet or cloud provider infrastructure. For government entities, this means that if a foreign cloud provider loses connection to its home country, the Indian systems will not suffer a service outage. This creates a buffer against geopolitical disruptions or technical failures outside the country.

New Criteria Define Sovereign Cloud Providers

The framework introduces a set of parameters for evaluating cloud service providers. Agencies will need to assess the origin of the platform, its operational independence from parent companies, and its compliance with Indian data protection laws. A key factor is the provider's exposure to foreign legislation, such as the US CLOUD Act, which could compel data access by foreign authorities.

This shift moves the focus from mere data localization to true operational sovereignty. It requires providers to demonstrate that they can function independently of their home-country legal frameworks. The goal is to distinguish between local and international players by establishing clear control mechanisms that prioritize national security over corporate convenience.

Trade-Offs in Strict Network Isolation

While air-gapping enhances security and resilience, it introduces operational trade-offs. Systems that are completely isolated cannot easily share data with other networks or receive real-time updates. This may require more complex manual processes for patching and data transfer, potentially increasing maintenance costs and reducing the agility of digital services.

The government currently works with approximately fourteen cloud partners, including a mix of domestic and international providers. Implementing these new rules will require significant restructuring of existing contracts and infrastructure. The move reflects a broader strategy to balance the cost advantages of global cloud services with the imperative of maintaining absolute control over state data.
