Japanese Developers Pivot to Data Centers Amid AI Boom

Major Japanese real estate firms are aggressively expanding into data center construction, betting that the artificial intelligence surge will sustain long-term demand despite growing community resistance.
Leading real estate developers in Japan are shifting significant resources toward building data centers, a strategic move driven by the rapid expansion of artificial intelligence infrastructure. The Japanese communications ministry projects that the domestic market for these facilities will surpass 5 trillion yen by 2028, creating a lucrative opportunity for firms traditionally focused on residential and commercial property.
However, this expansion is not without friction. Urban construction projects are facing increasing opposition from local residents concerned about noise, energy consumption, and visual impact. Modular Construction Reduces On-Site Disruption
To further streamline operations and minimize local annoyance, companies are adopting modular construction techniques. Daiwa House Industry, for example, has begun assembling small data centers using prefabricated components manufactured in factories. This method reduces the duration of heavy construction work on-site, which is a primary source of complaint for nearby residents.
The first of these modular facilities was completed in Fukushima Prefecture in April, marking a practical step toward scalable deployment. By moving complex assembly off-site, developers can deploy infrastructure faster and with less logistical clutter in urban or semi-urban environments, offering a tangible trade-off: slightly higher upfront manufacturing costs in exchange for lower community disruption and faster time-to-market.
Scaling Infrastructure in Chiba
Beyond modular units, major players are committing to large-scale clusters. Daiwa House Industry plans to construct 14 data centers in Inzai, Chiba Prefecture, east of Tokyo. Construction on the fifth facility in this cluster is scheduled to begin in late September, signaling a sustained investment in regional capacity.
This geographic diversification allows developers to spread their footprint and capture demand from different corporate clients while balancing the load on local grids and communities.
