Norway Police Probe Telenor over Myanmar Allegations
Norwegian authorities have launched a criminal investigation into Telenor, alleging the telecom giant may have aided the Myanmar military regime in committing crimes against humanity.
Oslo police announced on Tuesday that they are investigating Telenor on suspicion that the telecommunications operator aided and abetted crimes against humanity in Myanmar. The probe follows a series of raids at the company's headquarters in Oslo, conducted by Norway's National Criminal Investigation Service and the PST security service. According to the authorities, the investigation also encompasses suspected violations of international sanctions regimes.
The allegations center on Telenor's operations in Myanmar prior to its exit from the country. Police stated that the subsidiary repeatedly provided historical traffic data about customers to the military regime. This occurred during a period when the junta was responsible for extensive abuses against the civilian population. Telenor sold its Myanmar business following the 2021 coup and completed its withdrawal in March 2022.
Data Sharing Allegations
Earlier this year, a Swedish non-profit organization filed a class-action lawsuit against Telenor. The legal action alleges that Telenor Myanmar shared call logs and location data of suspected political opponents of the junta. According to the lawsuit, this data sharing led to the execution of at least one prominent activist. These claims form the basis of the current criminal inquiry in Norway.
Company Response and Context
Telenor stated that it is cooperating closely with investigators and will assist in clarifying the case. The company described the situation in Myanmar as a tragedy in which it found itself in an impossible position with no good alternatives. Telenor argued that employees risked imprisonment, torture, or the death penalty if they failed to comply with military orders. The firm maintained that it had no real choice but to prioritize the safety of its staff.

According to Telenor, no individuals have been charged or are currently under investigation in connection with the case. The company emphasized that it is committed to resolving the matter through the legal process. The investigation highlights the complex ethical and legal challenges faced by multinational corporations operating in conflict zones where state actors engage in human rights violations.
