Volksbank Brawo Secured with 720 Million Euro Support Package

Volksbank Brawo receives up to 720 million euros in support, the largest rescue package for a German cooperative bank. The industry association BVR injects capital and guarantees to stabilize the institution.

Volksbank Braunschweig-Wolfsburg has secured a financial support package of up to 720 million euros. This amount represents the largest known rescue operation for a local cooperative bank in Germany. The funding consists of 473 million euros in guarantees and up to 250 million euros in new equity. The industry association BVR is providing both components of this capital injection.

The bank announced the measure on Tuesday morning. Board spokesperson Lars Berkefeld cited significant write-downs as the primary driver. These impairments affect loans, securities, participations, and real estate assets. The real estate portfolio accounts for 80 percent of the total revaluation losses.

Losses and Capital Shortfall

Provisional results after the write-downs indicate a loss of 608 million euros. The bank has utilized 136 million euros in existing reserves. Additional capital is required to maintain regulatory equity requirements. The total need for external support reaches 720 million euros.

Berkefeld stated that the current business model requires fundamental revision. Operating costs have risen faster than at comparable institutions. The bank had deviated from the standard cooperative regional bank model. It expanded into a network of approximately 400 subsidiaries. These entities included real estate projects, fitness studios, and gastronomy businesses.

Sector-Wide Rescue Costs Rise

Recent rescue cases in the cooperative sector sum to nearly two billion euros. Ten institutions have required support from the BVR safety facility since early 2024. More than 600 cooperative banks must increase their contributions to the fund. The previous record holder was VR-Bank Nordhessen Westthüringen, which received 560 million euros.

Volksbank Brawo ranks 35th by balance sheet size among 600 cooperative banks. Its total assets stand at 6.5 billion euros. The bank dismissed its long-time CEO in May. It is now preparing to apply for formal support from the BVR safety arrangement.

Regulatory and Structural Reforms

The BVR safety facility has gained expanded intervention rights in response to recent cases. The cooperative financial group is developing a code of ethics for executives. Several rescued banks engaged in real estate financing during the low-interest period of the 2010s. These investments have now resulted in significant financial losses. Some problematic transactions have also damaged the reputation of the sector.

Handelsblatt Finanzen reports that the sector is undergoing structural changes. The mutual aid system ensures the protection of all customer deposits. The scale of the Brawo case highlights the risks associated with diversified investment strategies. The bank aims to stabilize its balance sheet through the new capital and guarantees.
