Bell's Regina AI Expansion Quadruples Scale with Gas Power

Bell Canada is set to quadruple its Regina data center capacity to 1.2 gigawatts, a move that promises economic growth but raises significant questions about the environmental cost of relying on natural gas.
Bell Canada and the Saskatchewan government have announced a memorandum of understanding to expand a controversial artificial intelligence data center near Regina. The agreement, revealed at a recent investment summit, increases the facility’s total capacity from 300 megawatts to 1.2 gigawatts. This represents the largest single private-sector investment in the province's history and positions Regina as the headquarters for Bell's AI Fabric division.
While the expansion promises significant economic activity, it has sparked immediate debate over energy sources. The plan relies on new natural gas generation to power the additional 900 megawatts, a decision that critics argue conflicts with Canada's goal of reaching zero emissions by 2050. Local opposition leaders have called for a pause on new AI data centers until more details are provided.
Gas power drives the expansion
The core of the expansion plan is the commitment to use dedicated natural gas generation rather than drawing from the provincial electricity grid. Bell stated that it is seeking a third-party partner to build and operate this infrastructure, which will be located off-site. This approach aligns with Saskatchewan's data center framework, which allows facilities to bring their own power supply.
Energy experts note that while natural gas is currently the cheapest option for such a large load, it carries significant environmental trade-offs. Researchers suggest that pairing gas with renewable energy sources like wind and solar could reduce pollution, but the current plan does not explicitly commit to such integration. The new facility would become the largest natural gas generating plant in the province.
Land acquisition remains uncertain
The existing site near Regina cannot accommodate the full scale of the new hub due to setbacks and infrastructure requirements. Bell has indicated that additional land must be purchased, though no specific locations have been chosen. The company emphasized that any site selection will involve close partnership with local communities and municipal councils, subject to all applicable approvals.

Saskatchewan’s NDP Leader of the Official Opposition has called for a moratorium on new AI data centers, arguing that the public needs more transparency regarding the environmental and community impacts before further development proceeds. The process is described as being in the early stages of securing customer commitments.
