The Fort Worth Police Department is partnering with the University of Texas at Arlington to introduce a new training method that combines virtual reality with artificial intelligence. Funded by a $750,000 Department of Justice grant awarded in late 2024, the initiative seeks to make training more scalable and unpredictable. Replacing Human Actors With AI

Traditional de-escalation training typically involves a week-long exercise where officers interact with live role players acting out scripted scenarios. The new system condenses this into an hour-long session using Meta Quest 3 headsets. This shift allows for repeated practice of specific situations, such as mental health crises or domestic violence incidents, which are difficult to replicate consistently with human actors.

The technology relies on a conversational AI model to listen to the officer and respond in real-time. Development took a year to ensure the system could accurately process voice commands and generate coherent verbal responses. This immediacy is crucial for simulating the pressure of a live encounter, allowing trainees to experience the pace of a real-world confrontation.

Balancing Immersion With Limitations

While the virtual environment offers safety and consistency, it has distinct limitations. Shuchi Deb, an associate professor at UT Arlington, notes that the system is effective for procedural tasks but cannot teach conceptual knowledge. That foundational understanding still requires classroom instruction. Additionally, the current setup is single-user, meaning it does not yet simulate the dynamic interactions of a full police team.

There is also a trade-off regarding the intensity of the simulation. While the AI can adjust the difficulty of the scenario, it currently lacks the ability to fully replicate the chaotic, high-stress tension of a real-world emergency. The program is in an implementation phase, with data collection having begun this summer involving 27 volunteers from the police department and local healthcare providers.

Community Trust And Future Plans

The partnership views this technology as a tool for building public confidence. By demonstrating a commitment to rigorous, safe training, the department hopes to show the community that officers are actively working to improve their conduct. The program is scheduled to run through September 2027, providing time to evaluate its effectiveness and refine the system.

Instructor Jorge Lopez emphasized that the department is cautious about adopting new technologies. He stressed the importance of thorough testing and evaluation before widespread use.
