State regulators are demanding full transparency on how utility companies deploy artificial intelligence, citing significant operational and safety risks.

New York’s Public Service Commission has issued a directive requiring major utility providers, including National Grid, to reveal every instance of artificial intelligence usage within their operations. This move marks a significant shift in regulatory oversight, driven by growing concerns that these systems are becoming integral to critical infrastructure management without sufficient public scrutiny.

The order, announced by the state commission, gives companies sixty days to submit detailed reports on their AI applications. While utilities have begun using these tools for routine tasks, regulators argue that the lack of clarity regarding how these systems function creates unacceptable vulnerabilities for both the companies and the millions of customers they serve.

Regulators identify specific system risks

According to reporting from GN technics/ai (en-US), the commission highlighted several distinct dangers associated with current AI implementations. These include the tendency of models to generate incorrect information, known as hallucinations, along with issues related to algorithmic bias and data privacy. Regulators also pointed to functional brittleness, where systems fail unexpectedly when faced with conditions slightly different from their training data, and susceptibility to cybersecurity attacks.

The scope of these risks extends beyond software glitches. The commission noted that AI is increasingly used for facility safety inspections and predictive maintenance. If these systems misconfigure or fail, the consequences could range from prolonged outages to physical safety hazards. This distinction is crucial, as it moves the conversation from abstract technological concerns to tangible impacts on grid reliability.

Utilities expand AI operational roles

Utility companies have integrated AI into core business functions, moving far beyond experimental pilots. Current applications include handling customer service inquiries, predicting equipment failures before they occur, and automating safety checks at physical sites. This expansion means that the reliability of the power grid is now partially dependent on the accuracy and stability of these digital models.

Mandatory disclosure of internal policies

The state is not only asking for a list of tools but also for the governance structures surrounding them. Companies must disclose their policies, procedures, and protocols that govern how AI is deployed and monitored. This requirement aims to uncover whether utilities have adequate safeguards in place, such as human oversight or error correction mechanisms, before the technology is allowed to make autonomous decisions.

Following the submission deadline, the Public Service Commission will evaluate the provided information to determine if additional protective measures are necessary. This process represents a trade-off: while it may slow down the rapid adoption of new technologies, it seeks to ensure that critical infrastructure remains safe, transparent, and accountable to the public.
