Zurich Airport Runs Driverless Shuttles Without Human Monitors

Zurich Airport has begun testing two electric shuttles that operate without a safety driver on board, marking a significant step in European aviation logistics.
Zurich Airport has started operating two fully automated electric shuttle buses on its premises. Unlike most current autonomous vehicle pilots, these shuttles do not carry a human safety monitor in the cabin. This makes the airport one of the first in Europe to deploy Level 4 autonomy in a live, real-world environment rather than a controlled test track.
The project, developed with Chinese autonomous vehicle specialist WeRide, has been in the works since March 2025. The airport used a phased approach to ensure the vehicles met the strict safety and technical regulations required by the European Union. While the system is now cleared for driverless operation, it is not entirely unsupervised; remote human operators can intervene if the vehicle encounters a situation it cannot handle.
Initial Phase Excludes Passenger Traffic
Despite the technical green light, the shuttles will not immediately carry the general public. Airport officials stated that the first Level 4 trips will be conducted without passengers as a precautionary measure. The goal is to complete a four-week test period to gather sufficient data on reliability and safety.
After this initial phase, employees from partner companies Swissport and Krummen Kerzers are expected to use the service. This gradual rollout allows the airport to manage risk while still moving toward the goal of reducing reliance on human drivers for internal logistics.
Addressing Skilled Worker Shortages
The primary motivation for this pilot is the growing shortage of skilled workers in the logistics sector. Airport management believes that automating internal transport can alleviate this pressure. By handling routine shuttle duties, the technology frees up human staff to focus on more complex tasks that require direct interaction with passengers and aircraft operations.
This initiative is part of a broader strategy to electrify and decarbonize airport operations. The shuttles are electric, contributing to lower emissions on the ground. However, the scope is limited; the vehicles operate on a defined route that does not intersect with aircraft taxiways or runways, ensuring they do not interfere with core flight operations.
Remote Monitoring Serves as Safety Net
The absence of an onboard driver does not mean the vehicle is operating blindly. The system relies on remote monitoring, where human teleoperators can watch the vehicle’s feed and take control if necessary. Each partner company provides its own remote operations monitor, creating a layered safety approach.
As reported by Electrek, this setup satisfies the regulatory definition of Level 4 autonomy, which allows a vehicle to operate without human intervention in specific conditions. The trade-off is that the system is dependent on connectivity and remote infrastructure. If communication is lost, the vehicle must be capable of executing a safe minimal risk condition, a capability that was rigorously tested during the development phase.
