Crypto Mining Reveals New Cartel Revenue Streams in Mexico

A clandestine cryptocurrency farm discovered in the mountains of Puebla highlights how organized crime groups are leveraging technology and energy theft to launder illicit funds.
In the remote Sierra Norte region of Puebla, authorities have uncovered a large-scale cryptocurrency mining operation hidden within a dense mountain forest. The discovery was prompted by the excessive energy consumption of a ramshackle building, which drew the attention of local officials who noticed power usage levels far exceeding the needs of the nearby small communities. This finding marks the fourth such operation identified in the area since early last year, signaling a persistent and evolving tactic among organized criminal groups.
The facility contained 300 graphics processing units, 80 medium-voltage terminals, and eight satellite antennae, all designed to compete in the global race to mint new virtual coins. While modest by international commercial standards, the operation required significant technical expertise and financial backing. Security analysts suggest that such infrastructure points to the involvement of well-funded cartels seeking to diversify their revenue streams beyond traditional drug trafficking and extortion into the realm of financial crime.
Energy Theft Reduces Operational Costs
Electricity remains the primary cost in cryptocurrency mining, a factor that criminal organizations are increasingly circumventing. According to blockchain analytics firm Chainalysis, illicit cryptocurrency transactions more than doubled in 2025, with criminal-linked addresses receiving an estimated $154 billion. Caio Motta, the firm’s Latin American specialist, noted that cartels often establish mining infrastructure in areas where they can steal electricity or access cheap power. This strategy effectively eliminates the largest operational expense, allowing for substantial profits even as the resource intensity of minting coins rises.
Samuel Leon, an expert in energy theft at Mexico’s Iberoamericana University, explained that if electricity is stolen, the main costs of the operation become negligible. Mexican authorities are currently investigating whether the Puebla farm was siphoning power from a nearby hydroelectric dam. The University of Cambridge’s Bitcoin Electricity Consumption Index estimates the cost of minting one bitcoin at nearly $45,000, which still yields a significant margin when sold at current market prices.
Remote Terrain Offers Strategic Cover
The rugged landscape of the Sierra Norte provided an ideal location for concealing such an operation. The area is characterized by bushy forests and scattered communities, making it difficult for outsiders to detect the facility. Two residents of neighboring communities, who spoke on condition of anonymity due to fear of reprisals, reported hearing the loud mechanical whirring of the servers from a kilometer away. Despite the noise, the farm was located approximately two kilometers from the nearest village, further obscuring its presence from casual observation.
David Saucedo, a Mexico-based security analyst, described the discovery as evidence of a new level of sophistication among drug cartels. He noted that setting up such an operation requires not only capital but also specialized technical knowledge, suggesting backing from one of Mexico’s most powerful criminal organizations. The federal attorney’s office declined to comment, citing an active investigation, but the repeated discoveries in the region indicate a systemic shift in how illicit actors manage their finances.
