FBI Arrests Pennsylvania Man Accused of Plotting Islamic State-Inspired Attack

Federal authorities in Pennsylvania arrested a 21-year-old man on charges of plotting a violent attack inspired by the Islamic State group. Jonathan Hunter Kramer was taken into custody outside a hotel in Cranberry Township, approximately 25 miles north of Pittsburgh, according to the Justice Department. The arrest marks the second incident in the United States this month involving an American citizen accused of planning an Islamic State-inspired attack, highlighting persistent concerns regarding domestic radicalization.

Prosecutors charged Kramer with receiving a firearm and ammunition while having reasonable cause to believe they would be used in a federal crime of terrorism. They have requested that the court detain him without bond pending trial. According to reports, agents observed Kramer leaving his residence, purchasing a disposable phone, and receiving a long black bag from an unidentified individual before paying cash for a hotel room and visiting a sporting goods store.

Evidence revealed during search

Following his detention, law enforcement executed search warrants on Kramer’s hotel room and residence. Agents recovered a semiautomatic rifle, approximately 190 rounds of ammunition, a rifle scope, a bipod, five magazines, and roughly 30 knives. A handwritten note was also found, containing a statement expressing fear and a desire to disappear. An unidentified witness told local media that he heard Kramer say, “Today is the day,” while inside the hotel, and noted a sound from the bag consistent with firearm components striking one another.

Assistant Attorney General for National Security John Eisenberg stated that Kramer was apprehended just as he appeared to be preparing for a mass shooting. “His apparent ISIS inspiration and escalation toward violence show how close this country came to a devastating attack,” Eisenberg said. The department emphasized that the timely arrest prevented a potential tragedy that could have resulted in multiple casualties.

History of prior investigations

The FBI first investigated Kramer in 2023 after receiving information about threatening statements posted on Telegram and Discord. During that period, authorities discovered a recording in which Kramer pledged allegiance to Abu Bakr al Baghdadi, the former Islamic State leader. As a minor, Kramer was adjudicated delinquent for participating in a mass-casualty attack plot and possessing child sexual abuse material. He completed a juvenile treatment program that concluded in March of this year.

Online activity and monitoring

After his release, the FBI received a tip that Kramer was receiving mysterious packages and communicating with previous associates. Investigators identified online activity where Kramer, using the persona “Hamza Al Rashid,” posted Islamic State and Hamas propaganda on Reddit. According to the source material, he claimed affiliation with the Islamic State and discussed injecting ricin or cyanide into food at grocery stores or events. He also communicated with an FBI confidential source, stating he wanted to conduct a terrorist attack but faced difficulty legally purchasing a firearm due to his prior adjudication.

Authorities began monitoring Kramer’s movements after learning he was attempting to purchase firearms online. This arrest represents the sixth Islamic State-linked terrorism case or incident in the United States this year.
