Australia Urged to Fix Skilled Migration Amid Tech Boom

Parliamentary witnesses warn that visa delays and under-utilization of existing talent are placing Australia at a competitive disadvantage in the global race for innovation.
Australia faces a critical juncture in its approach to skilled migration, with experts warning that the nation risks falling behind in the global innovation race. A federal parliamentary committee was told on Friday that the country must significantly improve how it attracts and integrates high-skilled workers to fully benefit from the emerging energy transition and artificial intelligence sectors.
According to testimony provided to the inquiry, current settlement pathways are often congested, while visa uncertainty and insufficient investment are creating a competitive gap compared to other nations. Tech leaders argue that Australia is currently losing out on talent that is being siphoned off by rival countries, a trend that could have long-term economic implications if not addressed.
Competitive disadvantage in global talent markets
Professor Ken Baldwin, a fellow at the Australian Academy of Technological Sciences and Engineering, emphasized that simply increasing migration numbers is not enough. He stated that the country must be perceived as a superior destination to attract the necessary human capital. Baldwin noted that Australia is currently ranked at the bottom of international comparators regarding its ability to move quickly enough to ride the innovation wave.
Peter Derbyshire, the chief executive of the same academy, highlighted a shift in global labor dynamics. He explained that the traditional sources of skilled labor, such as India and Nepal, are increasingly retaining their own talent to meet domestic needs. This shift means Australia can no longer rely on historical patterns of recruitment and must redouble its efforts to compete for a shrinking pool of globally mobile professionals.
Under-utilization of existing engineering workforce
Witnesses also pointed to a significant inefficiency within the existing workforce. According to data presented to the committee, approximately half of Australia’s 266,000 foreign-born engineers are working outside their profession. Derbyshire cited examples of qualified engineers who are employed as taxi drivers, illustrating a stark mismatch between the skills Australia imports and how those skills are actually deployed in the economy.
This issue of under-utilization is compounded by bureaucratic hurdles. Speakers shared accounts of skilled workers from allied nations, including the United States and Canada, who faced year-long visa waits. These delays were partly attributed to security anxieties regarding foreigners handling critical technologies, creating a paradox where the very measures intended to protect national security inadvertently hinder the acquisition of necessary expertise.
Political pressure and policy focus
The Labor government faces increasing political pressure to restrict overseas arrivals, driven by rising support for anti-immigration parties and shifting public attitudes. However, committee members were advised that focusing primarily on the total annual migrant intake of roughly 300,000 people distracts from the more pressing issues within the skilled migration stream, which admits about 86,000 individuals annually.
Professor Chennupati Jagadish of the Australian Academy of Science questioned the logic of strict security barriers that exclude talented workers from collaborative nations. He argued that without a sufficient presence of talented individuals, the specific assets being protected by such restrictions may not exist.
