North Korea's Nuclear Infrastructure Expands Across Multiple Sites

The outside world’s view of North Korea’s nuclear program has become increasingly fragmented since the expulsion of international inspectors nearly two decades ago. However, a convergence of commercial satellite imagery and recent IAEA assessments suggests that Pyongyang’s capabilities are expanding at a pace that outstrips previous estimates. According to The Diplomat, late 2026 marks a period where visible construction and operational indicators point to a multi-front expansion of both uranium and plutonium tracks.
This development is not merely incremental; it represents a structural deepening of the state’s nuclear infrastructure. With inspectors absent since 2009, analysts must rely on external observations that have recently revealed a level of activity that challenges earlier assumptions about the limits of North Korean production capacity.
IAEA Confirms New Enrichment Facility
The International Atomic Energy Agency documented the construction of a second uranium enrichment facility at the Yongbyon complex in a report issued to its Board of Governors in August. This new two-story structure is assessed to potentially house up to 28 centrifuge cascades, a significant addition to the existing infrastructure. IAEA Director General Rafael Grossi described the continued operation of these sites as a cause for serious concern, noting that the agency’s findings are derived entirely from open-source material and commercial satellite data.
The identification of this new building relied on a comparison of construction-phase satellite images with state media photographs from a June 2026 visit by Kim Jong Un. In those images, equipment resembling known centrifuge cascades was visible, providing a critical cross-reference for the IAEA’s remote assessment. This facility joins the already-operating expanded annex at the Kangson site, which appears to have become fully operational around early 2026.
Plutonium Production Remains Active
While uranium enrichment has gained new capacity, the plutonium track continues to operate with notable consistency. Independent monitors have documented near-continuous water discharge from the 5-megawatt-electric reactor at Yongbyon, indicating that it has likely completed its seventh irradiation cycle since late 2024. Periodic steam activity at the nearby Radiochemical Laboratory suggests that reprocessing campaigns are occurring, allowing the state to separate plutonium from spent fuel rods for potential weapons use.
Analysts from 38 North frame this sustained activity as a direct response to political directives issued by the leadership. They note that the Experimental Light Water Reactor, which had been in a shutdown period, is showing renewed discharge activity. This parallel operation of multiple reactor types indicates a strategy to maximize output across different fuel cycles simultaneously.
Supply Chains Enable Rapid Scaling
The ability to scale these programs is underpinned by a robust supply chain, particularly for uranium. Academic studies using satellite-based land-use analysis around the Pyongsan uranium mill suggest that North Korea’s tailings output implies a milled uranium production capacity that far exceeds current enrichment levels. This surplus suggests that the constraint on program growth is not the availability of raw material, but rather the political decision to build more enrichment facilities.
The plutonium supply chain, by contrast, is more tightly mapped, running through the Pyongsan Uranium Concentrate Plant and the Yongbyon reactor. The continued demolition of the old, unfinished 50 MWe reactor at Yongbyon, alongside the construction of new waste-storage buildings, signals a long-term commitment to maintaining this infrastructure. For observers, the forward question is whether this visible expansion will be accompanied by further qualitative leaps in weaponization, a possibility that remains difficult to verify without on-site access.
