UN Rapporteur Urges Precautionary Action on Chemical Pollution

A newly appointed UN expert argues that waiting for complete scientific certainty on toxic chemicals is no longer a viable strategy for protecting public health.
Bethanie Carney Almroth, the newly appointed UN special rapporteur on hazardous substances and waste, has called for a fundamental shift in how governments approach chemical pollution. Speaking to delegates in Geneva, the ecotoxicologist rejected the common narrative that toxic exposure is an unavoidable cost of economic development. She emphasized that the current model of managing pollution primarily after harm has occurred is insufficient and dangerous for global populations.
Carney Almroth, who previously studied the environmental impact of plastics at the University of Gothenburg, highlighted the urgency of applying the precautionary principle. According to GN geopolitics/rights, her stance challenges the status quo where regulatory action often lags behind scientific discovery. She argued that states must act based on available evidence rather than waiting for definitive proof of harm to intervene effectively.
The Challenge of Unknown Chemical Risks
A significant portion of the global chemical inventory remains poorly understood. Scientists estimate that while there are approximately 350,000 registered chemicals globally, robust toxicity data exists for only a small fraction of them. Carney Almroth noted that we lack comprehensive information on how these substances interact in mixtures and how low-dose, long-term exposures affect human health across the entire lifespan, from preconception through early childhood.
This knowledge gap is particularly concerning regarding per- and polyfluoroalkyl substances, or PFAS. These persistent chemicals, found in everyday items like non-stick cookware and food packaging, accumulate in biological systems over time. Despite scientific findings linking them to serious health issues such as cancer and infertility, regulation remains fragmented. The expert pointed out that in developing countries, these substances often end up in waste sites where they can leach into the environment or be burned without adequate controls.
Industry Influence on Scientific Knowledge
Carney Almroth also addressed the structural barriers to obtaining accurate scientific data. She described a small number of powerful chemical-producing companies that have significant influence over both policy and research. According to her, these entities often fund studies designed to sow doubt about the negative effects of their products, a tactic she referred to as the work of "merchants of doubt."
This dynamic mirrors historical patterns seen in the tobacco and fossil fuel industries, where corporate interests delayed the acceptance of established scientific consensus. The rapporteur stressed that the absence of comprehensive data is not a result of scientific failure but often the outcome of strategic lobbying. She urged delegates to recognize that the current regulatory framework is too slow and too reactive to protect vulnerable communities from irreversible harm.
Path Forward for Global Regulation
The report presented by Carney Almroth calls for a blanket ban on non-essential uses of PFAS, aligning with efforts underway in the European Union. However, industry groups continue to resist broad restrictions, arguing that each individual chemical in the family requires separate proof of harm before regulation. The rapporteur countered that this approach is impractical and dangerous, advocating instead for a category-based restriction that prioritizes public safety.
As the UN Human Rights Council continues its deliberations, the focus will remain on whether member states are willing to adopt stricter precautionary measures. The next steps involve monitoring how national governments respond to these recommendations and whether they implement policies that prevent exposure rather than merely managing the consequences of pollution. The coming months will be critical in determining if the global community shifts toward a more proactive stance on chemical safety.
