Salt River Project is advancing a proposal for the Marigold Energy Center, a hybrid facility located in Stanfield, west of Casa Grande. The project integrates solar photovoltaic arrays, battery energy storage systems, and a natural gas turbine into a single operational site. The utility frames this investment as a cost-effective strategy to secure carbon-free generation before certain federal tax credits expire. Bill McClellan, SRP’s director of resources, planning and acquisition, stated that the project supports the company’s goal of reducing its carbon footprint by 80% from 2005 levels by 2035. The combination of assets allows SRP to capture financial benefits from clean energy incentives while maintaining the firm power capacity provided by natural gas.
Federal policy shifts impact timelines
The project's timing coincides with a significant shift in federal energy policy. The Biden administration enacted long-term clean energy tax credits, which SRP intends to utilize. However, the current administration has rolled back many of these credits and shifted focus toward fossil fuels. Despite these regulatory changes, industry data indicates that wind and solar generation in the United States has increased this year.
Autumn Johnson of the Arizona Solar Energy Industries Association attributes this increase to the long development cycles inherent in utility-scale projects. She notes that solar and wind facilities typically take three to five years to complete, meaning current output reflects policies enacted during the previous administration. Johnson observes that some Arizona utilities have stepped back from aggressive climate goals, and several counties are rejecting new renewable proposals, creating a complex regulatory environment for developers.
Construction schedule and regulatory path
SRP requires approval from the Arizona Corporation Commission to proceed with the Marigold Energy Center. If granted, the utility plans to commence construction in 2027. The facility is scheduled to begin operations five years after construction starts. This timeline allows for the procurement of long-lead-time equipment and the completion of necessary environmental and safety reviews.
The proposed layout places solar panels adjacent to large battery storage containers and a natural gas turbine engine. This configuration is designed to optimize the use of land and transmission infrastructure. By co-locating these technologies, SRP aims to provide a consistent power supply that can respond to peak demand while integrating renewable generation into the grid mix.
