California Universities Lack Unified AI Policy

Students at California's public universities face a patchwork of conflicting rules regarding artificial intelligence, creating confusion about academic integrity and learning outcomes.
A year after generative AI became a standard part of digital life, the University of California system still lacks a consistent approach to how the technology is used in classrooms. Faculty and students describe a situation that is contradictory and fluid, where one professor may allow AI assistance while another strictly forbids it. This lack of a unified standard leaves students navigating a complex landscape of varying expectations across different courses and departments.
The inconsistency creates significant uncertainty for undergraduates trying to understand what is expected of them. According to reports from LAist, the UC system currently does not have a single systemwide AI product or mandatory protocols in place. Instead, eligible employees have access to various frontier AI tools from vendors like OpenAI, Microsoft, and Google, but the specific rules for their use in education remain fragmented and often unclear to those enrolled in classes.
Faculty struggle to define standards
Rita Raley, a professor of English at UC Santa Barbara, highlighted these contradictions during a recent Board of Regents meeting. She noted that the situation is extraordinarily fluid, with students receiving conflicting instructions across different classes. In one course, they might be permitted to use AI; in another, they are cautioned against it; and in a third, it is completely prohibited. Raley leads a breakout group tasked with defining what AI literacy means for the UC system and making recommendations on how to cultivate its use in classrooms.
The core challenge facing this working group is determining what every student needs to know about artificial intelligence. Raley argues that as education moves toward automation, the value of a UC degree must extend beyond simple skills, which can also be automated. Instead, the focus must shift to critical judgment. Students need to understand what the technology is, who is accountable for it, how to use it effectively, when to refuse its use, and what alternatives might exist.
Student leaders report mixed experiences
Jayha Buhs-Jackson, the undergraduate student body president at UCLA, agrees that the university does not have a succinct AI policy. She personally chooses not to use AI, reflecting a preference among some students to avoid the technology altogether. However, she acknowledges that her peers are experiencing a wide range of policies. Some professors strictly ban AI use, while others allow it for specific tasks like research or coding. This disparity means that two students in the same major can have vastly different academic requirements regarding AI.
Buhs-Jackson was recently appointed to UCLA’s internal AI committee, a role she sees as an opportunity to amplify the undergraduate voice in these discussions. She is curious to see how she can use her position to discuss and uplift student perspectives on AI at UCLA. The lack of a clear, systemwide policy means that student leaders are now stepping into a vacuum, trying to shape the narrative and advocate for clearer guidelines that serve the learning community.
CSU took a different path
The approach taken by the University of California stands in sharp contrast to that of the California State University system. In 2025, CSU, the nation’s largest public university system, signed a nearly $17 million contract with OpenAI. This deal made a suite of ChatGPT tools available to all its faculty and students, aiming to provide equal access to these learning opportunities regardless of which campus a student attends. The goal was to prepare students for a future where AI is ubiquitous.
However, the CSU rollout was heavily criticized. Students and faculty felt left on their own to figure out how to use AI effectively and ethically. A 2025 survey of CSU students revealed that over 60% said AI had negatively affected their learning experience. This reaction suggests that simply providing access to powerful tools without a structured framework for integration can lead to confusion and diminished educational value. The UC system, by avoiding a blanket mandate, risks the opposite problem: a lack of consistency that leaves students unsure of the rules.
