Google's 13 Billion Euro Bet on Finnish AI Infrastructure

Google is channeling €13 billion into Finland, its largest single investment in Europe, to secure the energy and compute resources required for next-generation AI services.
Google has committed €13 billion to expand its digital infrastructure in Finland over the next two years. This marks the tech giant’s largest single investment in Europe and is designed to boost computing capacity for core services like Search, Maps, and its Gemini AI model. The move signals a strategic shift toward securing stable energy and technical expertise in Northern Europe to support the growing demands of artificial intelligence.
The investment builds on Google’s existing operations in Hamina, where a former paper mill was converted into a data center campus fifteen years ago. By deepening its roots in the region, Google aims to anchor the local economy while addressing the critical need for reliable power and specialized labor that large-scale AI infrastructure requires.
Economic Ripple Effects in Northern Europe
The expansion is expected to generate significant economic activity beyond the construction phase. During the peak building period in 2027 and 2028, Google estimates the project will support over 37,000 jobs across the country. This surge in activity contributes approximately €3.6 billion annually to the Finnish GDP, providing a substantial boost to local suppliers and service providers.
Once operational, the expanded facilities will create thousands of permanent roles ranging from high-level technical engineering to essential operational services. This sustained employment demand reflects a broader trend where digital infrastructure projects act as major economic drivers, relying heavily on local construction capacity and specialized technical skills.
Securing Power Through Nuclear and Wind
Energy reliability is the central challenge for scaling AI infrastructure, and Google is addressing this with long-term commitments to Finland’s power grid. The company has signed a 22-year agreement tied to the continued operation of the Loviisa nuclear power plant. Additionally, it is supporting new onshore wind capacity and contracting for a 94-megawatt battery storage system.
The battery installation is specifically designed to stabilize the grid during periods of high demand, such as cold winter months when wind generation may be limited. This strategy ensures that the massive power draw of data centers does not strain the local electricity system, providing a consistent energy supply for computing operations.
Integrating Sustainability and Community Development
Beyond hardware and energy, Google is investing €31 million in local communities and workforce development. This includes partnerships with colleges to train more than 4,400 workers in AI-related skills and creating career pathways for 100 students. The company is also financing environmental projects, including the restoration of native forests and wetlands around its sites.
The Hamina facility already utilizes seawater for cooling and distributes recovered heat to nearby homes. New initiatives will add recreational trails, public saunas, and fishing piers, positioning the data center not just as a tech asset but as a component of regional development. This approach highlights the trade-off of balancing massive industrial expansion with tangible community benefits and environmental stewardship.
