South Korea Plans Government-Backed Teen Phones

Seoul is moving to create a dedicated ministry unit to design a smartphone specifically for teenagers, aiming to curb digital addiction through hardware and software restrictions.
South Korea is preparing to build a dedicated government unit to develop a smartphone designed exclusively for teenagers. Education Minister Choi Kyo-jin announced on September 14 that the Education Ministry will take the lead in this initiative, responding to growing concerns over digital addiction among school-aged children. The plan involves close cooperation with the Science Ministry and major smartphone manufacturers to create a device that balances educational utility with strict usage limits.
The proposal follows a formal request from lawmaker Kim Young-ho, who cited survey data indicating that nearly 96 percent of sixth graders in South Korea already own smartphones. Kim pointed out that while 60 percent of second graders have access to these devices, parents are increasingly worried about the risks of over-dependence. In a survey of 52,000 parents, 98.1 percent said government intervention was necessary, and 99.2 percent supported the introduction of an alternative device equipped with built-in safeguards for children.
Government-led device development
Unlike existing commercial products that rely on parental settings, this South Korean project aims for a top-down approach involving state institutions. The Minister emphasized that a social consensus is required among the 16 regional education offices and the broader education community before the device can be widely adopted. The goal is to create a standard that ensures the phone serves educational purposes while minimizing the potential for addictive use.
The initiative distinguishes itself from current market offerings by embedding restrictions at a systemic level rather than leaving them to individual user configuration. While companies in the United States already market phones with limited apps and parental controls, the Korean proposal suggests a unified, government-backed solution. This approach could result in a device that is functionally different from standard consumer models, potentially offering a more controlled environment for young users.
Trade-offs in functionality
Developing a phone specifically for teenagers involves significant trade-offs in user experience and market appeal. Manufacturers must balance the need for 'convenient functions' that support learning with the necessity of limiting access to social media and other potentially distracting apps. This constraint may result in a device that feels less flexible or modern to users accustomed to the full range of features available on standard smartphones.

However, relying on a single government-backed device raises questions about long-term maintenance and updates. The success of this initiative will depend on the ability of manufacturers to keep the device relevant and secure while adhering to the strict guidelines set by the education authorities.
