A Hong Kong-based medical expert urged the United Nations Human Rights Council to prioritize fairness and human dignity in the deployment of artificial intelligence, highlighting both the potential benefits and the persistent global disparities.

Kevin Lau Chung-hang, a practicing radiologist and founder of Trinity Medical Group, addressed the 63rd session of the UN Human Rights Council in Geneva to advocate for a compassionate approach to technology. However, he cautioned that intelligence without compassion remains mere computation. Lau stressed that the ultimate goal of such technology must be to support medical professionals, not replace the human element of care, thereby ensuring that patients receive both accurate diagnostics and empathetic treatment.

Addressing Global Workforce Shortages

Lau drew attention to the critical shortages of health workers worldwide, citing World Health Organization projections that indicate a deficit of ten million health workers by 2030. In the WHO African Region, current workforce levels meet only 43 percent of demand, with some nations like Ghana having as few as three radiologists per million people. He pointed to portable AI medical-imaging units developed in China as a practical solution to these gaps. These lightweight devices, weighing under 25 kilograms, have been deployed in rural Kyrgyzstan to deliver rapid tuberculosis screenings, processing up to 400 patients daily with scans completed in just 15 seconds.

To further support global capability building, Lau highlighted that China’s frontier AI models are available as open-weight software, allowing them to be downloaded and deployed at a fraction of the typical cost. This accessibility is crucial for regions that lack the infrastructure to develop proprietary systems. He also referenced the Shanghai-based World AI Cooperation Organization, described as the first intergovernmental body dedicated to AI cooperation, as a framework for fostering international collaboration. By making these tools widely available, developing nations can leverage advanced technology to improve healthcare outcomes without bearing the full burden of research and development costs.

Hong Kong as a Technological Bridge

Lau emphasized Hong Kong’s role as a bridge for international cooperation, noting that the city’s Cyberport Artificial Intelligence Supercomputing Center is part of a broader innovation cluster. The Shenzhen-Hong Kong-Guangzhou area has been ranked as the world’s number one global innovation cluster for the second consecutive year according to the World Intellectual Property Organization’s Global Innovation Index. This recognition underscores the region’s capacity to drive technological advancement and serve as a hub for sharing best practices in AI deployment. Lau argued that such leadership should be used to facilitate knowledge transfer and support other regions in integrating AI into their healthcare systems.

The expert concluded by asserting that development should not be viewed as a favor granted by powerful nations, but as a shared responsibility. He called for a global commitment to ensuring no child is left offline and no patient is left unseen. As the UN Human Rights Council continues its deliberations, the forward question remains how international bodies can establish robust frameworks that enforce equitable AI deployment.
