India Coal Plants Face Critical Fuel Shortages Amid Heatwave

India's coal-fired power sector faces acute fuel stress as El Nino-driven demand peaks, with 59 plants reporting inventories below critical levels.
India’s coal-fired power infrastructure is facing a sharp contraction in fuel availability, with 59 plants reporting critical stock levels as of September 9. This figure represents a significant increase from 45 plants at the end of August, according to data released by the Central Electricity Authority. The critical threshold is defined as holding less than 25% of required inventory or having less than three days of generation capacity remaining.
The strain on the grid is driven by sustained high electricity demand, which has consistently hovered near 267 GW over recent days. Peak demand has remained close to the record high of 270.70 GW set in May. This elevated consumption is attributed to increased cooling requirements resulting from an El Nino weather pattern, which has extended hot weather conditions across the country.
Supply Chain Response to Demand
In response to the inventory crisis, government authorities have intensified logistics efforts to replenish plant stocks. On September 6, India deployed 444 coal trains to transport fuel to utilities, a notable increase from the 370 rakes dispatched on September 3. This rail expansion aims to bridge the gap between current consumption rates and available reserves at the generation sites.
Coal India, the world’s largest coal miner, has also ramped up shipments via road networks to complement rail deliveries. The company reports maintaining adequate pithead stocks of approximately 76 million metric tons, indicating that the bottleneck lies in distribution and logistics rather than primary extraction capacity.
Energy Mix Shifts and Constraints
While solar power is meeting a larger share of daytime electricity demand, the grid remains heavily reliant on coal for balance. Analysts note that insufficient battery storage capacity and lower water reservoir levels are limiting the ability of renewable and hydro sources to fully displace thermal generation. This structural gap forces a continued heavy dependence on coal-fired plants, exacerbating the impact of low fuel stocks.
Manoj Kumar, an analyst at the Centre for Research on Energy and Clean Air, identified the rising number of under-stocked plants as a significant operational concern. He recommended that the immediate priority is to increase coal supplies to utilities through the rail network to restore normal stock levels and prevent further operational disruptions.
Market Implications for Utilities
The situation highlights a vulnerability in the utility sector’s supply chain during periods of extreme weather. As reported by Mining Weekly, the mismatch between record demand and constrained fuel logistics creates operational risk for power generators. The reliance on a rapid increase in rail and road shipments underscores the fragility of the current energy mix when thermal generation is required to fill gaps left by renewable sources.
