AI Leaders Agree on Need to Slow Development

Major tech figures are calling for a pause in AI progress to allow safety measures to catch up with rapid technological advances.
Elon Musk and Sam Altman have publicly supported a proposal from Anthropic’s chief executive, Dario Amodei, urging the artificial intelligence industry to reduce the speed of development. The core argument is that current progress is outpacing the necessary safety controls, creating a gap that could lead to significant risks. This unusual alignment between competing industry giants highlights a growing consensus that immediate acceleration may be more dangerous than gradual, monitored growth.
Amodei, whose company develops the AI assistant Claude, outlined his concerns in an essay titled “We Must Pace the Frontier.” He argued that AI capabilities have advanced drastically since the summer, potentially reaching a point within six to twelve months where models could orchestrate complex, autonomous actions on a massive scale. Musk simply stated that Amodei was right, while Altman confirmed that pacing the frontier has been a primary topic of internal discussions at OpenAI for weeks. Altman specifically praised the idea of independent evaluators with deep access to company systems, noting that his team plans to implement similar measures soon. This collective backing transforms the call for caution from a single company’s policy into a broader industry expectation.
The proposed plan involves three main components. First, AI companies should voluntarily allow third-party evaluators to verify safety practices and report incidents. Additionally, Anthropic has reported blocking attempts by malicious actors to use its models for cyberattacks, surveillance, and research related to biological weapons. These events demonstrate that the potential for misuse is not hypothetical but actively occurring, necessitating immediate structural changes in how AI is developed and monitored.
Trade-Offs in Slowing Innovation
However, this approach comes with significant trade-offs. Slowing down development could mean delaying the arrival of beneficial applications in healthcare, science, and other sectors that rely on rapid AI advancements. Critics might argue that competitors who do not slow down could gain a decisive advantage, potentially leading to a fragmented global landscape where safety standards are unevenly applied.
