The trade-off for such a system is the increased complexity of coordination. Both countries must agree on what constitutes an AI crisis, how to verify evidence, and how to share sensitive technical data without compromising national security. While this requires significant diplomatic effort and trust-building, the alternative is a world where automated systems operate in a vacuum, potentially triggering conflicts that human diplomats would never have intended. Establishing this channel is not about creating a new bureaucracy, but about ensuring that the speed of technology does not outpace the ability to manage risk.
