Data Center Expansion Linked to Rising Health Risks

Former regulators warn that efforts to accelerate AI infrastructure are weakening key environmental protections, potentially exposing the public to greater pollution levels.
A group of former environmental protection officials has issued a warning that the current push to expand artificial intelligence data centers is compromising public health safeguards. The report, released this week, argues that recent regulatory changes are allowing new infrastructure to operate with fewer restrictions on emissions and toxic chemical exposure. This shift prioritizes construction speed over long-term environmental oversight.
The officials contend that the administration’s approach is effectively giving the tech industry a pass to pollute. By rolling back specific rules and reducing agency staffing, the government has created an environment where the environmental costs of powering these energy-intensive facilities are less rigorously monitored. The group urges the White House to adopt a formal pledge to protect community health, though they acknowledge the political likelihood of such a move is low.
Regulatory Rollbacks Accelerate Construction
Since early 2025, the Environmental Protection Agency has seen significant reductions in both staff and funding. Former agency leaders note that dozens of rules have been weakened or reconsidered during this period. These changes include softening standards for air and water quality, which are critical for limiting the impact of industrial activity. The result is a regulatory landscape that is less equipped to handle the environmental footprint of a rapidly growing sector.
The agency’s current direction contradicts its statutory mission to protect human health and the environment. Instead of acting as a watchdog for a massive industrial buildout, the EPA is reportedly prioritizing industry needs. Former assistant administrator Lynn Goldman noted that one would expect increased vigilance during a project of this scale, but the agency is moving in the opposite direction. This divergence is particularly concerning as the sector is billed as a technological revolution.
Pollution Extends Beyond Site Boundaries
A common misconception is that data centers only pose a risk to nearby neighbors. The report highlights that pollution from these facilities and their supporting power infrastructure can travel long distances. This is partly because the energy demand for AI is increasingly being met by fossil fuels. Gas turbines installed on-site or dedicated power plants are being built to serve tech companies, bypassing cleaner alternatives.
Additionally, the production of advanced chips required for generative AI is reviving the use of persistent chemicals. These substances do not break down easily and can accumulate in the environment and human bodies. The health impacts are therefore not limited to those living in the immediate vicinity of a server farm. Residents in distant regions may still face elevated risks due to the widespread nature of the pollutants released by this infrastructure.
Policy Choices Drive Environmental Outcomes
The report identifies thirty federal actions that exacerbate these health risks, seventeen of which specifically mention AI or target data centers. These include executive orders that streamline permitting under the Clean Air Act and Clean Water Act. Critics argue that these measures use emergency powers to grant exemptions for fossil fuel infrastructure. The goal is to expedite the construction of energy-hungry facilities at the expense of environmental standards.
According to The Verge, energy advocates describe the administration’s plan as a mechanism to grant massive new exemptions for dirty energy sources. While the tech industry frames this buildout as an inevitable revolution, former EPA officials argue that a more polluting outcome is not unavoidable. It depends entirely on the choices government makes regarding regulation and enforcement. Without intervention, the environmental and health costs of the AI boom will continue to rise.
